Yangtze River Delta Urban Agglomeration is the most development area of China and clusters many high-tech talents. As the knowledge economic coming, the changing talents structure show that necessity of flows of high-tech talents. The situation of the flow has the characteristics of complexity and the better management is more critical.The flow of talents in foreign countries is the talents competition under the background of multi-country talents'flowing.The economic of Yangtze River Delta Urban Agglomeration has changed into complexity clusters and it is the proof of the interrelationship between talents structure and economic structure.The flows of high-tech talents in the Area has its own traits in the level of enterprises, area and talents types, and the increasing flowing is the results of the description of economic, labor supply, international manufacture system.Based on the above situation, the main essence of the high-tech talents flow management is the strategy development and update to a integrated platform. At the enterprise's side, to update methods of talents introduction, education and application; At the public policy's side, to set up high level idea of the orderly human environment . We should respect talents value when implementing human resource stragegy and set up equal mechanism of evaluation, encouragement and effective allocation so that the talents platform is to be established. To initiate the core function of market in the human resource allocation and strengthen the flexibility and flowing of talents. It is not only the need of combination of human resource and other factors but also the need of talents structure optimization.
