With the continued reform and opening up,China's economic development mode is changing from factor driven to innovation driven.The innovation development emphasizes the cultivation and rational utilization of talents.Therefore,we should study the internal influence mechanism and evolution path between high-tech industry and R&D talents from the perspective of industrial policy evolution,and implement reasonable talents policy,which will provide a source of power for China's innovative development.At the same time,it is the great practical significance for China's industrial development to explore the relationship between industrial agglomeration and talent concentration,and exert the effect of talent accumulation successfully.Based on the timeliness features of China's industrial policies,this study does the empirical research on the periodic impact between high-tech industry development and R&D talent concentration by using the panel threshold model and quantile regression.Then it draws the following conclusions: In the initial stage of industrial policy,hightech industry agglomeration affected by leaning policy has a significant positive impact on talent concentration.In the medium term of the policy,the agglomeration of hightech industries has no significant influence on the concentration of R&D talents.In the late period of the policy,the agglomeration of high-tech industry has a significant positive impact on the concentration of R&D talent.However,the influence will be lower than the early because of the crowding of talents and the weakening of industrial policy.The research puts forward that the government industrial policy should be discretionary in supporting object and intensity,promoting the agglomeration of hightech industries to form a "center-periphery" agglomeration pattern and improving the effectiveness of R&D talent concentration by industry chain and talent chain.At the same time,the empirical results also confirm the following conclusions: both the hightech industry and R&D talents conforms to the characteristics of the Williamson hypothesis in China;in the process of interaction between high-tech industry and R&D talents,the high-tech industry is in the core position,and the industrial policy should give priority to the high-tech industrial agglomeration;The government should not need to worry too much about the accumulation of R&D talents,because the threshold value of the "crowding effect" is higher in the R&D talents agglomeration.It is necessary to promote the concentration of R&D talents in matching industry as soon as possible,and promote the deep integration of the high-tech industry and the supporting industry.
