With the continuous rise of labor cost in China,the traditional labor-intensive industry has no competitive advantage on the world stage,so it is urgent to upgrade the industry and develop in a technology-intensive direction.In such a process of transformation,the importance of the quality of talents is self-evident.In particular,with the advent of the fourth scientific and technological revolution represented by the industrialization of the Internet and industrial intelligence,high-tech industries have emerged continuously,and an era of talent development as the mainstream has officially come.As a county-level city within the jurisdiction of Dalian City,Zhuanghe City will make great efforts to develop high-tech industries as a breakthrough point for industrial structural transformation.Therefore,building a talent team that matches the development of high-tech industries is a key issue that Zhuanghe City urgently needs to solve.This paper first analyzes the current research situation at home and abroad.In general,the problem of talent team construction is mainly solved from two aspects: systematically improving the service level of talents,actively introducing talents to promote the flow of talents to this region,paying attention to strengthening talent training and improving the local training and supply capacity of talents.Then combines with the situation of zhuanghe city,this paper analyzes the present situation of the talent structure of the high-tech industry in zhuanghe city and makes the demand forecast.Afterwards,a questionnaire survey was conducted on 46 representative high-tech enterprises in Zhuanghe City.The survey data of 5248 employees showed that Zhuanghe City as a county economy faced fewer high-level and high-skilled talents,a single approach to talent training,and companies faced with difficulties in recruiting talents and the low quality of human services and other practical issues.We also conducted discussions and investigations with the government and relevant leaders of the enterprises and conducted in-depth exchanges and analysis of the reasons for the problem of the construction of the high-tech industry talent team in Zhuanghe City.The main reasons included four aspects: weak local talent training and supply capacity,low marketization degree of talent work,low implementation rate of talent policy and insufficient transformation of government service function.Based on this,according to the theory of knowledge staff team construction and Maslow's hierarchy of needs theory,drawing on the successful experience of domestic advanced regions,a specific plan for building a high-tech industrial talent team in Zhuanghe City is proposed.The plan focuses on the construction of talent introduction mechanism,talent training mechanism and the marketization level of talent work,and proposes to build the "Internet + talent" service platform of zhuanghe city to select talents nationwide and provide high-quality online training,strengthen the informatization level of talent team construction,and create a full-scale online and offline coverage high-tech industry talent service system.Finally,in conjunction with Zhuanghe City's situation,feasibility analysis and plan implementation guarantee measures are taken to systematically build a talent team that matches the development of high-tech industries in Zhuanghe City.
