In the advanced world of technology,today's educational pedagogy is shifting methodology in ICT to the mobility of webpage-based learning.Mobile learning(MLearning)is novel technology innovation and integration in high schools and colleges the nexus of Ghana and Hefei.The aim of this research is to unravel the potential capabilities of MLearning as teaching synergy for developing countries for the effective enhancement of digital education integration.Purposefully encourages government regulatory policy for the evaluation and implementation of this technology into the school environment.The study identified several factors that will allow the smooth adoption of MLearning into schools and colleges.These factors include;the stakeholder in education,parents,professionals from the Education Service,the media and developed countries policymakers in use of the technology.For a better comprehensive analysis of the study,the author-adapted theory of plan behavior(TPB),the technology acceptance model(TAM)and Noah's mobile learning technology from China.The methodology employed triangulated(qualitative and quantitative)with stratified sampling technique.In addition,questionnaires in Likert scale formed survey,as well as interviews and observation from the field of data collection.The data analyzed using the SEM-PLS v.23 for the empirical theory whiles IBM-SPSS used for the demographic data descriptive support.Findings from Smart-PLS indicated attitude,perceived control,perceived self-learner usefulness(PSLU),and perceived mobile ubiquity use(PMUU)significantly correlated to behavior intention(BI)while subjective norms showed the uncorrelated outcome.Enable Environment Policy moderated significantly on theories to behavior intention indicating inadequate legislative instrument for MLearning technology in higher education.Inferences from the tested hypotheses gave statistically satisfactory p-values results for all constructs except subjective norm,theories adapted conformed to Noah's mobile learning technology case study in China.The moderation justifies government legislative instrument ceteris paribus;MLearning strategic effectiveness for benefits of teachers,students,parents and the community at large.The Ministry of Education,Ghana Education Service,and the stakeholders need a platform to deliberate on the way forward,challenges,and benefits of MLearning in the school setting.In conclusion,the advent of MLearning technology innovation in schools and colleges will work effectively upon guided regulations and principles.Therefore,the government solely engaged expert and technocrats on the various modalities of including MLearning in a formal or informal educational learning reform.The educational pedagogy of the 21st century requires novelty to avoid learners misplaced use of mobile devices for entertainment rather than didactic.
