Universities are important sources of China's scientific and technological achievements,it's transformation rate of scientific research achievement has a direct impact on the economic development of Chinese enterprises and social progress.Although the number of scientific and technological achievements in universities has been growing at a rapid rate,the rate of conversion of achievements has not been synchronized with the growth.The important reason for this phenomenon is that there are a series of obstacles in the process of transforming scientific and technological achievements.It is these obstacles and barriers that researchers are aware of many risks in the process of transformation,which affects their willingness to transform and transformational behavior.In addition,the orientation of related policies of the government and universities is also one of the important factors,which affects the actual transformation of results.When policy orientation plays an active role,it can reduce the the perceived risk of researcher in the transformation process and thus promoting the transformation of results,but when the policy orientation is biased or unfulfillment,they often deepen the risk of transformation of researchers,thus inhibiting the transformation of results.Therefore,analysizing the transformation barriers of scientific and technological achievements in universities based on the perspective of researchers' perceived risks,and pay attention to the regulatory role of policy orientation.It has important theoretical and practical value for promoting the transformation of scientific and technological achievements in universities and releasing the innovation vitality of researchers.Based on the literature review of obstacles in scientific and technological achievements transformation and innovation resistance theory,this thesis introduces policy guidance as a regulatory variable,establishes a relation model of researchers' perceived risk and resistance transformationand relevant assumptions,then testing and verifying research hypotheses through questionnaire survey and statistical analysis.The research results show that the legal risk in perceived risk has a significant positive impact on the conversion of rejection,and has obvious positive influence on delay transformation and have only a slight positive effect on the rejection of conversion,while each dimension of perceived risk have a significant Positive effect on the delayed conversion;There is no significant regulatory effect of policy orientation on the relationship between time risk and refusal of conversion,economic risk,and refusal of conversion,Policy orientation has a significant positive adjustment effect on the relationship between legal risk and refusal of conversion,and There is a significant regulatory effect on the policy orientation on the relationship between each dimensions of perceived risk and delayed transformation.Finally,based on the research conclusions,several policyrecommendations were made to reduce the barriers to transformation of scientific and technological achievements and to release the vitality of researchers.
