The Research On Supporting Policies Of Science And Technology Innovation In Shanghai Colleges And Universities Under The Background Of The Construction Of Science And Technology Innovation Center

With the increasingly intensified blockade of advanced science and technology by western developed countries against China,science and technology reform and the formulation of corresponding supporting policies have become an important means to facilitate the construction of science and technology innovation center in China under the background of China's preparation for the comprehensive construction of science and technology innovation centers to meet the challenge.Colleges and universities as an important power source drive to construct national science and technology innovation center,how to further excavation and liberation of the science and technology innovation ability of university through the construction of the university's science and technology innovation supporting policies,promoting technology progress in China,finally completed the goal of global science and technology innovation center has become the current urgent major issue of science and technology system in our country.This research according to the science and technology innovation supporting policies of Shanghai Z university as the research object,from the analysis of the organization level,under the main logical line of the policy status analysis,policy effectiveness investigation and policy implementation problems and causes analysis of science and technology innovation supporting policies,around the background of construction of science and technology innovation center,based on the Fisher Policy Assessment Framework and Ambiguity-Conflict Model and using literature research,in-depth interviews and participatory observation to analysis the content,problems in implementation and effectiveness of supporting policy documents formulated by Shanghai Z University in response to the construction of national Science and innovation Center.The conclusion of this research found that the effectiveness evaluation results of the science and technology innovation supporting policies of Shanghai Z University are good.The author summarizes the main contents of the implementation mode and dominant factors of the science and technology innovation supporting policies of Shanghai Z University.At the same time,it is found that the policy implementation deviation and the lack of dominant factors exist in the policy implementation process of science and technology innovation supporting policies in Shanghai Z University.Based on the interview data,the author extracted an analytical framework for the policy implementation of science and technology innovation supporting policies in Shanghai Z University.The supporting policies of science and innovation of Shanghai Z University are seriously dependent on finance,and the market-oriented development mode needs to be explored.The concept of delegating power exists cognitive dislocation,and the consciousness of serving the construction of science and innovation center needs to be strengthened.More administrative power has been delegated to lower-level governments,but less fiscal power has been delegated.Lack of guidance documents and standard guidance from the competent department of the industry,there is also the problem of insufficient external impetus.Finally,the author puts forward some countermeasures and suggestions.
