The report of the 19 th National Congress of the Communist Party of China highlighted that we should establish the institution for developing and protecting national land which ensures the three types of benefits: economic benefit,social benefit and ecological benefit,and strictly promotes the intensive and efficient use of the land space.The Huaihe River Eco-economic Belt is one of the key areas for China's development.The land resource is the carrier that provides resources to support ecological construction,the foundation for the regional economic development of the Huaihe River and the basis for the life of the surrounding residents.To promote the urban infrastructure construction,we must promote the efficiency of urban land use and pay attention to the sustainability on land using.Based on this background,this paper takes the Huaihe River Eco-economic Belt as the research object,building an efficiency evaluation model on the basis of theoretical analysis.We mainly study the urban land use efficiency,and further analyzes the temporal and spatial evolution characteristics of land use efficiency in different cities.The result of ours research will do some efforts to the sustainable use of the urban land in the Huaihe River Eco-economic Belt.Firstly,we have a theoretical analysis to the current land efficiency study,and we discuss and define the scope and concept of land use and efficiency in this paper.Secondly,owing to that the current research pays more attention to the economic efficiency of land use and lacks discussion on social and ecological aspects,this paper will rethink the efficiency indicator evaluation system from three aspects: economic,social and ecological.Secondly,in order to study the urban land use efficiency,we select the panel data of 28 prefecture-level cities in the Huaihe River Eco-economic Belt from 2010 to 2016,use the DEA model and remove the external environment impact through the panel SFA regression method,evaluate urban land use efficiency from the static and dynamic perspectives.Finally,we consider the effects of spatial effects and perform spatial autocorrelation analysis on panel data,to explore the spatial characteristics and temporal evolution of urban land use efficiency in the Huaihe River Eco-economic Belt.The results show that:(1)The efficiency level of urban land use in the Huaihe River Eco-economic Belt is generally low,and there is a gap in the level of each city.From the perspective of each region.The cities in the eastern region have the highest land use efficiency,followed by the northern and the midwestern cities.As the time went by,the urban land use efficiency of the Huaihe River Eco-economic Belt has gradually increased.(2)The external environmental variables have affected the input of various factors of urban land use in the Huaihe River Eco-economic Belt,which in turn has driven the change of urban land use efficiency.What's more,the urbanization rate and the natural population growth rate have a positive impact on the improvement of urban land use efficiency,while the increase in Technology investment has a negative effect on the improvement of urban land use efficiency.The upgrading of the industrial structure can reduce the waste of land input and capital investment,but at the same time increase the redundancy of labor input.(3)The result of ESDA shows that the static efficiency of urban land use in the Huaihe River Eco-economic Belt has no spatial autocorrelation,but the change of land factor productivity presents significant spatial aggregation effect,which is manifested as positive spatial correlation.At present,the Huaihe River Eco-economic Belt is relatively weak in spatial dependence,and there is no obvious radiation and spillover effect in the short term.The development of cities will further promote the mutual circulation of land space elements and play a role in the central city.In the end,based on the conclusions of this paper,suggestions are provided for the improvement of urban land use efficiency and sustainable development of the Huaihe River Eco-economic Belt.
