The people's livelihood issue has been escalated with the development of the times,and it has always been the focus of ordinary people.The main contradiction in China in the report of the 19 th National Congress of the People's Republic of China has become the contradiction between the people's growing good needs and imbalanced and inadequate development.Measures to improve people's livelihood are aimed at ensuring that the people have a fuller,more secure and sustainable sense of gain,happiness and security.The "Three Senses of People's Livelihood" echoes the new era of our country.It not only pursues the satisfaction of material life,but also pays more attention to the the satisfaction of spiritual needs in the pursuit of a better life,which is the sublimation of the goal of people's livelihood in the new era.Promoting the development of the Yangtze River Economic Belt is a major decision made by the Party Central Committee and a major strategy related to the overall development of the country.The per capita GDP of the Yangtze River Economic Belt ranks 6th among China's seven major river basin economic belts.The imbalance is not sufficiently prominent,and there is huge room and momentum for the balanced development of the basin economy.Therefore,on the basis of the "three senses",to study the quality of people's livelihood and the impact of fiscal expenditure on the Yangtze economic belt can better promote the Yangtze economic belt from unbalanced and inadequate development to shared development,full development and coordinated development,at the same time,it is of great significance to the realization of the "two centenary goals" and the realization of Chinese Dream.The sense of gain is the satisfaction from the improvement of material level and the enrichment of spiritual culture,the sense of happiness is a kind of good emotional experience after the satisfaction of one's own needs,and the sense of security is the psychological need for stability and security.The quality of people's livelihood in the new era is a people's life experience based on a sense of gain and promoted by happiness and security,involving economy,education,science and technology,safety,health,ecology,society and other aspects.Based on the connotation of people's livelihood quality of "three senses",this paper constructs the evaluation index system of people's livelihood quality of the Yangtze river economic belt from the five subsystems of economic foundation,education and science and technology,safety and health,ecological environment and social harmony.Collected the relevant index data from 2013 to 2018,and estimated the missing data.A new calculation model and calculation results of the number of public transportation vehicles per 10,000 people based on various public transportation systems are given.Using the entropy weight TOPSIS method and coupling coordination degree model,the quality of people's livelihood in the Yangtze River Economic Belt from 2013 to 2018 was evaluated and analyzed in multiple dimensions.Constructed a spatial metrology model of section data,the comprehensive index of the quality of people's livelihood is used as the dependent variable,and the corresponding indicators of the scale and structure of fiscal expenditure are used as independent variables,combined with GeoDa software and R 3.6.2 software,using global Moran's I and local Moran's I to verify that there are significant spatial effects on the comprehensive quality of people's livelihood index of 11 provinces and cities in the Yangtze River Economic Belt.Establish a spatial econometric model based on the comprehensive quality index of people's livelihood,financial expenditure scale,and structure-related variables of the Yangtze River Economic Belt from 2013 to 2018.Through AIC criterion,BIC criterion and LM test,Sarar model and SEM model were selected as the best fitting models to study the spatial impact of fiscal expenditure on people's livelihood quality in the Yangtze Economic Belt,it is found that the scale and structure of fiscal expenditure have different effects on the quality of people's livelihood.In the spatial measurement model of panel data,the spatial model of panel data is established according to the comprehensive index of livelihood quality of the Yangtze river economic belt from 2009 to 2018 and the variables related to the scale and structure of fiscal expenditure.After the hausmann test and the analysis of the model,the fixed effect spatial panel error model was selected to study the spillover effect of livelihood quality in the Yangtze river economic belt.The study found that the impact of fiscal expenditure on the quality of people's livelihood during this decade is negative.The impact of health care expenditure in the fiscal expenditure structure is positive.The impact of public service expenditure,social security expenditure,and environmental protection expenditure is weakly negative effect.Finally,two suggestions are put forward to improve the quality of people's livelihood in the Yangtze River Economic Belt.Starting from the status quo of people's livelihood,we should propose measures to benefit the people in five aspects:economic foundation,education technology,safety and health,ecological environment,and social harmony.To improve people's living standards and living environment in all aspects;from the perspective of fiscal expenditure,the scale of local fiscal expenditure should be expanded,the structure of fiscal expenditure should be optimized,and fiscal investment in education,science and technology,social security and employment in rural areas should be increased.
