Research On The Incubation Of Social Organizations From The Perspective Of Social System Theory

Since the founding of New China,with the rapid development of China’s economy and the constant awareness of civic participation,the public welfare social organizations have gradually developed from scratch.The spiritual needs and service needs of the masses are diversified,and the requirements for more professional and diversified development of public social services are required.At this stage,government functions are gradually shifting from "regulatory" to "service-oriented".Various social problems have emerged,which has made it impossible for the government to meet the needs of the masses in the public service sector.To strengthen the requirements of social management and public service functions,public welfare social organizations undertake some of the public functions of the government to alleviate social problems.The development of public welfare social organizations is an important guarantee for the transfer of government functions.Its development requires not only its own construction,but also a good policy environment.In order to speed up the construction of public welfare social organizations,it is necessary not only to introduce relevant preferential policies,but also to cultivate all aspects of it.There are multiple models for the incubation of public welfare social organizations.The L-zone incubation center in Jinan adopts the model of government-led + private operation.The incubation center becomes a bridge for communication between the government and social organizations,and is an indirect means for the government to solve social problems.This study uses the perspective of social system theory to analyze the incubation process of the incubation center,analyze the effectiveness of its supportive construction,and explore the obstacles affecting the incubation process and its better development path by analyzing the horizontal and vertical changes of social organizations.In this study,the case study method was adopted to select the social organization incubator center in Chuangyi Park in L District of Jinan City as the research object.Through the horizontal and vertical analysis of the incubation process of the hatchery center,the incubation system of the hatchery center was better viewed from the perspective of social system.path.In terms of horizontal hatching,this study analyzed the support construction provided by the L-zone incubation center for the resident organizations,and found that establishing internal and external evaluation systems and upgrading professional competence are important means to optimize the incubation process.In terms of hatching landscape,this study analyzed the changes in the incubation period of the L-zone hatchery in 2016-2019(on),and found that government support,social organization development and the commissioning of the hatchery are inseparable.Finally,this study analyzes the factors and causes that affect the incubation of hatchery centers,and on this basis,proposes a better path for incubating centers in the process of incubation social organization.
