In order to actively fulfill the requirements of taking high moral values establishment and people cultivation that proposed by the Party's 18th National Congress,in March 2014,the Ministry of Education clearly stated in the "opinions on deepening curriculum reforms to implementing the fundamental task of taking high moral values establishment and people cultivation" that students'key competencies should be developed.The state council issued "implementation opinion on deepening the reform of the examination recruitment system" in September showed that a comprehensive reform of the new round of curriculum and examination enrollment system was initiated,and that the high school proficiency test officially functioned to test students7 academic quality,graduation and progression.How to test the achievement of the key competencies of students' biology in the academic proficiency test has become an urgent problem to be solved.In order to improve the quality and efficiency of the examination propositions,this article conducts in-depth research on propositional techniques.The main contents are as follows:(1)Construct a matrix diagram model of "key competencies accomplishment-cognitive goal" and establish a fairly horizontal correspondence between them;based on Broome Cognitive goal theory is used to explain and classify the questions;build the evaluation index of the attainment level of the biological key competencies,and provide basis and foundation for the proposition.(2)Combining the implementation of the trial papers in 2017 in Shanghai and Zhejiang,conducting analysis and comparison of arguments,and summing up how to reflect key competencies examinations in the academic proficiency test to provide reference for the design of the proposition model.(3)Conducting practical explorations on the construction of key competencies proposition "models”and proposing a propositional program with "key competencies" as the core,including the general process design of propositions,the preparation of bidirectional breakdown of test papers,and the construction of test questions qualitative analysis tables.The assessment quality standards for the preparation of the test papers are designed to provide an operational framework and propositional direction for the evaluation of the quality of the high school biology examination papers.
