With the development of knowledge economy globalization,the trend of higher education globalization is becoming more and more obvious,and the international competition in the field of higher education is becoming more and more fierce.Building a world-class university has become the goal of every university and even every country.With the promulgation of China's "double first-class" strategic plan,colleges and universities in all provinces have responded positively to the call of the state,and the first-class universities in China,selected at different levels,have issued the "First-class University Construction Program" inDecember 2017 to February 2018.The responsibility and mission of building a world-class university is not only the internal demand of our country to survive and develop in the international competition,but also the competition of higher education quality,strategic resources and comprehensive national strength.The strategic task of building a world-class university is not only of realistic urgency to the overall development of higher education in China,but also of long-term strategic significance.As the main body of building world-class universities,China's first-class universities play an important role in connecting the preceding with the following.Its overall construction route is mainly based on the construction of first-class disciplines,leading and driving the overall development of China's first-class universities to enter the ranks of world-class universities.However,there is still a gap between the first-class universities in China and the world-class universities.If we want to join the ranks of the world-class universities,we must plan the direction of future strategic planning,and make a correct and reasonable construction plan as the logical starting point.This will mean that the implementation of a new round of high-quality higher education development strategy with the construction plan as the blueprint officially starts.China's comprehensive construction of a powerful country in higher education plays a huge role in promoting.This study is divided into five parts:The first part is the introduction,which mainly includes four aspects.Firstly,the background,purpose and significance of the research are put forward;secondly,the domestic research review,foreign research review and research review of the existing literature are carried out;thirdly,the research ideas and methods applied in the planning and design are well designed;finally,the research emphasis and difficulties,research innovation points and shortcomings are put forward.The second part is the first chapter,which is mainly about the research preparation for the construction of world-class universities.Firstly,it defines the concept of world-class universities and China's first-class universities.Secondly,it expounds the theoretical basis applied in this study,mainly including strategic management theory and public policy theory.Finally,it makes a structural analysis of the construction of world-class universities,mainly including strategic management theory and public policy theory.It includes the determination of the path dimension of application policy content,sample selection,node establishment,external analysis and analysis of research hotspots,which paves the way and prepares for subsequent text content analysis.The third part is the second chapter,which mainly analyses the construction objectives and foundation of 42 first-class universities in China.Based on the policy content path in the theory of public policy,Nvivo 11.0 is used to analyze the word frequency of the content,and combined with manual summary and analysis.Among them,the construction goal is mainly from the overall research direction,development orientation,development intentions and other aspects of the development status of analysis,the construction foundation is mainly from disciplines,talents,teachers,scientific research,culture,national strategy,resources and other aspects to achieve interdisciplinary integration and decentralization,the scarcity of top talent,low conversion rate of results and other results.The fourth part is the third chapter,which mainly analyses the construction content and organizational guarantee in the construction plan.The construction content mainly includes personnel training,teaching staff,scientific research development,cultural construction,institutional mechanism and international cooperation and exchange.The organizational guarantee mainly elaborates on the management system,evaluation mechanism and resource allocation,and concludes that China is the first-class country.The orientation of learning construction is the result of the combination system of colleges and universities,performance evaluation and dynamic adjustment system,and multiple financing channels.The fifth part is the fourth chapter,mainly on the evaluation and suggestions of the construction of world-class universities.Firstly,it evaluates the advantages and positive effects of the construction scheme,including top-level design and incentive system,education system and teacher ethics,situation analysis and development opportunities,social services and resource mobilization.Secondly,the problems and negative effects of the construction plan are elaborated,including the ambiguity of hierarchical positioning and the lack of primary and secondary content,the lack of enthusiasm for running a school and the imperfect evaluation criteria,the over-emphasis on the single ranking and evaluation subject of universities,the neglect of social reputation and the lack of strict teaching quality.Finally,combining with the reality and relevant experience,some suggestions are put forward,including firmly following the connotative development path,rationally positioning and defining the advantages and characteristics;strengthening the awareness of multi-subject participation and improving the evaluation criteria;rationally using university ranking to evaluate the diversity of groups;paying attention to university social reputation and improving the quality of teaching;carrying forward the spirit of criticism and leading the social needs.
