Research PurposesScientific research evaluation is of great significance as an evaluation tool for judging the development level of science and technology.The purpose of this study is to build a more optimized and comprehensive evaluation index system for high-efficiency research,and to conduct empirical research on scientific research evaluation based on the basic framework structure of university scientific research evaluation system and university scientific research evaluation index system,and explore the ideas and measures for the reform of scientific research evaluation system in colleges and universities.This research is derived from the Guangdong Provincial Education and Research Major Project "Research on the Relevant Elements of University Scientific Research Evaluation authors are also the same..Research ContentThe research finds the core indicators,expansion indicators and their respective first,second and third level indicators in the prototype of the university scientific research evaluation index system by searching for the existing domestic and foreign indicator systems and extracting some indicators from the indicators.According to the "2014 Compendium of Science and Technology Statistics of Colleges and Universities",the volume data and scientific research input and output data of universities in China,including Web of Science database,CNKI database,InCites database,ESI database,IPR search of the People's Republic of China.The data related to the paper output of some universities in China obtained from the database such as the analysis platform,the reference scores of the indicators at all levels and the reference scoring standards are set up,which constitutes the prototype of the scientific research evaluation index system of the university.After the completion of the prototype construction,the index system questionnaire was formed,and the first round of questionnaire survey was conducted by the 20 experts who invited the domestic library and information field,scientific research evaluation field,scientific research management field and scientific research to adjust the contents of each index.,scores,scoring standards,etc.According to the results of the first round of questionna:ire survey,after further optimizing the indicator system,18 experts from various fields were invited to conduct a second round of questionnaire survey to finally establish the indicator system.The issuance of the expert consultation questionnaire refers to the method of real-time Delphi method,and the combination of e-mail and on-site issuance.Each round of expert consultation questionnaires has detailed explanations.After the final optimization of the indicator system thirough the use of a medical college,after the empirical research and testing,the improvement is completed again,resulting in a relatively scientific and reasonable indicator system.InnovationThe innovation of this research lies in the three-level evaluation index system constructed,except for the basic part of the existing index system:research input and output indicators all involve papers,monographs,patents,awards,manpower,funds,etc.In addition,it also considers the indicators of scientific research and scientific research environment construction,not only the input and output indicators,but also the quality of scientific research results and the sustainable development of scientific research evaluation in universities;the index system is also open,research and establishment The index system is divided into core indicators and expansion indicators.Its purpose is to examine the scientific research strength of different types of universities-The actual application is mainly the comparison between universities of the same type.Compared with the research evaluation results currently studied in China,the evaluation system is more comprehensive and specific.Attention should be paid to balancing the quality indicators and quantitative indicators,and there is also a certain proportion of intermational cooperation inspections.ConclusionThis research has constructed a new and more comprehensive and complete evaluation index system for university research,which is used to evaluate the input and output of scientific research achievements,environmental construction,talent cultivation,achievement transformation and social influence of colleges and universities.More comprehensive and more balanced.The scientific research evaluation index system constructed by the Institute has strong applicability.It has a unified standard for the comparison between similar universities,and it is clearly stated that universities should compete with each other in the same category,rather than comparing different types of chaos.The study uses two indicator system modules to evaluate the scientific research strength of universities.The scores are mainly based on literature and data analysis.Although the actual use of a university is currently used,the results of use are indeed matched with the strength of the university,but there are still some shortcomings.Continuously carrying out empirical verification to improve its rationality and scientificity,it is also necessary to continue to improve after actual use in the future.
