At present,China carries out the construction of first-class universities and first-class disciplines,advocates “undergraduate as the base”,and emphasizes that colleges and universities should put undergraduate education and talent training at the core position.The certification system is an internationally accepted quality assurance system for higher education and an important part of China's higher education quality assurance system.The level of higher education in the United States ranks among the best in the world,and its high level is inseparable from its unique quality guarantee system for higher education.Among them,college accreditation is a quality assurance method for higher education in the United States.The Higher Learning Commission(HLC)in the north central region of the United States is the largest and the oldest certified organization for higher education in the United States.This paper studies the higher education accreditation system of the Higher Learning Commission of the north central region of the United States,in order to provide reference and enlightenment for the construction of higher education accreditation system in China.Through the literature research method and the historical research method,this paper firstly expounds the basic situation of the American higher educational accreditation system.And then,this paper analyzes the development process of the higher educational certification system of the Higher Learning Commission,that is,the initial establishment period,the period of preliminary change,the period of continuous change,the starting period of student learning outcomes evaluation,and the the period of commitment to continuous quality improvement.Then,the certification system the Higher Learning Commission,that is,the certification guiding ideology,the internal structure of the certification body,the certification standards,and the certification procedures is studied.The case study method is used to analyze the certification cases of the Higher Learning Commission.Finally,through the comparative research method,combined with the status quo of China's higher education certification system,it summarizes the enlightenment to the construction of China's higher education certification system.This paper summarizes the following characteristics of the higher education accreditation system of the Higher Learning Commission : certification adheres to the guiding ideology of student learning outcomes;the certification process is scientific and rigorous;the certification path is continuous;the certification organization focuses on connectivity and independence;the certification criteria focuses on unity and diversity;the certification value is consistent with social needs.And finally the following revelations are finally drawn: China needs to Strengthen certification idea based on student learning outcomes,establish certification standards that balance diversity and unity,establish a scientific and rigorous self-evaluation process,establish a sustainable certification path,and establish a third-party certification organization for higher education.
