Teachers are the most direct participants,organizers,guiders and implementers of educational teaching activities.The key to the cultivation of high-quality talents depends on the professional quality of teachers.The connotation of teachers quality is dynamic and developing,and there are different requirements for teachers quality in different times.In January 2018,the State Council of the Central Committee of the Communist Party of China issued the Opinions on Comprehensively Deepening the Reform of the Teaching Staff in the New Era: socialism with Chinese characteristics has entered a new era and has begun a new journey to build a modern socialist country in an all-round way;Teachers are important cornerstones of national prosperity,national rejuvenation and peoples happiness.;To improve the quality of primary and secondary school teachers in an all-round way and to build a contingent of high-quality and professional teachers;We will strengthen the training of teachers in weak disciplines,special education teachers and bilingual teachers in ethnic minority areas.(1)The training of teachers in ethnic minority areas has received much attention.The new era has put forward new requirements to the teachers professional quality in the minority areas.The research on the teachers professional quality in the minority areas is of great significance to the training of high-quality teachers and the improvement of the teaching quality in the minority areas.This study combs the theory of teacher professional development and the theory of bilingual education by means of literature review.It clarifies the concept of teacher quality and bilingual education,and determines the theoretical basis of the research.The requirements of the new era on the professional quality of primary and secondary school teachers in ethnic areas are put forward: teachers should build up the consciousness of the Chinese community,take four good teachers as the standard,master the bilingual education rules.By using the methods of questionnaire and interview,the author investigated the professional quality of primary and secondary school teachers in Southern Xinjiang.The main problems are as follows: Some teachers lack a high degree of understanding of the meaning of the implementation of the national standard spoken and written language teaching,The teachers professional knowledge level is not high,the teachers teaching ability needs to be improved,the teachers language expression ability needs to be enhanced,and the teachers understanding of the Chinese community consciousness needs to be improved.According to the requirements of the new era and the current situation of education in ethnic regions,this paper holds that primary and secondary school teachers in ethnic areas should have good ideological and political quality,language ability,professional knowledge and teaching ability.
