With the gradual understanding of the third sector in Europe and the actual demand for the economic crisis brought about by traditional welfare policies,social enterprises have emerged as a new type of organization and public policy.In the1990 s,social enterprises emerged as a new type of organization with both public welfare and marketability,and became a new hotspot jointly explored in the economic field and organizational field.The rise of social enterprises on a global scale,on the one hand breaking the traditional boundaries between the second and third sectors,giving non-profit organizations and commercial enterprises a new opportunity;on the other hand,arousing public awareness of social responsibility,helping to create good charity Development atmosphere.The influence of social enterprises has gradually expanded,and the concept of social enterprise has been widely spread.In the 1990 s,developed countries represented by Japan in the Asian region introduced social enterprise concepts based on learning successful experiences and responding to social problems,taking social undertakings as the forerunner.To achieve localization of social enterprises and achieve significant social governance results.In China,after the new century,the concept of social enterprise was gradually introduced.In recent years,with the reform of social governance system and the actual needs of social development,social enterprises have gradually become an important topic in organizational theory research and practice innovation.As an important means of social governance innovation,social enterprises have become the new carrier of social self-governing forces and an effective way to control "failure."However,through literature review and practical investigation,it is found that social enterprises have multi-source development paths in the world and presentdiverse development states.As far as social enterprises are concerned,in order to provide public services,solve social problems,and realize the original intention of social benefits,social enterprises have formed a wide-ranging influence on a global scale.However,due to the uncertainty of the institutional environment and the uniqueness of the individual organization,the organization operates in a qualitative and qualitative manner.Therefore,under the framework of new institutionalism,this paper examines the structural kernel of the generation mechanism and operational logic of social enterprises through comparative study of Y workshops and D enterprises,and analyzes the uncertainty constraints and organizational forms of the institutional environment.Qualitative practice further explains why the development of social enterprises is characterized by similarities and differences.This paper explores the similarities and differences of social enterprises,focusing on their practical implications and structural characteristics in the dual dimension.On the one hand,it points to the similarities and differences of social enterprises as organizations,and under the influence of different institutional environments,it has produced diversified organizational operation modes and development forms;on the other hand,it points to social enterprises as a leap and integration of social and market boundaries.The specific form of the same form and the same,the social enterprise as a new form of organization,its connotation and extension has not yet formed a consensus in the general sense,a large number of social enterprises are exploring the practice,a promising development in social enterprises Under the motif,in fact,many types of social enterprises have been derived.Based on the comparison of the social enterprise cases between China and Japan,this paper analyzes the results of the comparative analysis of the different forms of the two social enterprises,and combines the current social enterprise's participation in social governance to further develop the social enterprise in China.The feasible path to think about.
