With the rapid development in economy and society,more and more social organizations have emerged.As the third sector,non-profit organizations have been greatly developed in the continuous improvement of social policies.As the earliest established social organization in the field of anti-drug social work in China,the social work organization called S was created under the background of the Shanghai Municipal Government's construction of a system for prevention and reduction of crimes,with a strong official color.Although it was registered as a private non-enterprise when it was created.In the process of operation,it reflects the dual nature of the government and the society.As far as the condition of the development of this organization concerned,it is still in the model of the management from top to bottom,and from the official checking to the itself runing.Its strong reliance on government departments has also led to a deadlock in its autonomous operation.The study of organizational legitimacy from the perspective of neo-institutionalism theory places emphasis on the relationship between the organization and the environment,emphasizing that organizations must first adapt tothe external institutional environment in order to survive,and only then can they create further efficiencies to achieve the potential for development and growth.In short,the primary purpose of the organization is survival,not efficiency.Organizations need to face the institutional environment and technological environment.The institutional environment requires that they meet the legality mechanism.The technical environment requires them to organize production according to maximum efficiency.In the process of pursuing the legality mechanism,the organization often leads to its neglect of the pursuit of efficiency,and it has a certain inhibitory effect on the development and growth of the organization.From the framework of the analysis on the legitimacy of the new institutionalism,the author of this paper conducts a case study of the representative one of the government-controling social organization,the social organization S in Shanghai,and conducts an in-depth analysis of the methods and effectiveness of the organization's access to legitimacy,revealing official legitimacy and social legitimacy.Legitimacy has different meanings and effects on its own,and it analyzes how the organization's changes to its own organizational structure and organizational goals affecting the efficiency of internal operations step by step,ultimately resulting in its inability to obtain sufficient social legitimacy.The paper is roughly divided into five parts.The first part is the introduction,mainly related to the issue of the proposed,research significance,through the literature review put forward the perspective of this paper and ideas;clarified the theoretical framework of thesis writing,analysis ideas,research methods and case description.The second part is the analysis of official legitimacy and social legitimacy of the S,including the method of acquisition,effectiveness,and significance.The third part is about the influence on the organization S after changing its internal organizational structure and goals in a certain way and its problems.It finally deduces that this is the root cause of its lack of social legitimacy.The fourth part is based on the problems arising from the operation process of the S and provides targeted recommendations and countermeasures to help the S get rid of the predicament of low efficiency,embark on the road of independent development,and ultimately win the support and the recognition from the society.
