As developing the modernization of education,the policy named ‘Separation of Education and Management' has been one of the fundamental requirements under current circumstance of education reform in China.The autonomy of public high school running is defined as rights that public high schools determine their educational goals and make the school development planning,as well as carry out teaching activities independently,according to relative law in China.It is necessary to pay attention on how to realize and expand public high schools' educational autonomy,since it is helpful to deepen current educational reform,advance educational corporate system and fulfil its modernization.However,current situation reveals that public high schools have been lack of educational autonomy over a long-time period,which restricts the development of public high school and harms their activeness,as well as impacts negatively on the improvement of education quality.Therefore,based on investigations of public high schools' autonomy,this essay will firstly discuss the underlying problems,and then put forward solutions.This essay is based on the principal concepts of ‘Separation of Education and Management' and ‘Autonomy in Running Schools'.The underlying investigations in this essay is relied on the background of changes in countries' policies to compare relative laws and construct the basic framework including recruiting autonomy,education and teaching autonomy,student and staff management autonomy,use right of property and rights of cooperative education.Furthermore,unstructured interview is applied.Taking school W as an example,investigations are carried out by interviewing 12 staffs including top-management,middle-level cadres,and teaching staffs.Therefore,these investigations lead to a comprehensive description of school W's education autonomy degree and useful and practical solutions.This essay will reveal that Chinese public high schools under current educational practices are exposed to the problems as follow: firstly,public high schools may have low degree of autonomous enrollments or abuse the power of recruiting;secondly,education and teaching is exam-oriented;thirdly,public high schools have no authorities to recruit and evaluate teaching staffs on their own;in addition,there may exist a problem concerning the invasion of students' basic rights;furthermore,these schools may be short of fiscal funds or use these funds irregularly;moreover,cooperative education exists in name only.In order to realize the ‘Separation of Education and Management',the following measures should be performed: firstly,the duty of recruiting students should be reasonably allocated among public high schools,governments and social organizations;secondly,it is necessary to boost quality oriented education,and delegate more authorities to teaching staffs;additionally,the quota of public high school teachers should be increased;moreover,it is reasonable to define the rights of managing students and clearly state the procedures;furthermore,the government should increase fiscal spending on public high schools and improve the policy of using fiscal funds;last but not least,operability of cooperative education should be enhanced.
