Study On The Constriction Of The Talent Team In Ethnic And Religious Affairs Department In Governance Method

Based on the description of the current situation of ethnic and religion affairs in Yunnan Province,this paper illustrates that how important it is while the government do a good job in ethnic and religious work in the ethnic regions.By using the methods of literature research,questionnaire survey,field investigation and discussion,this paper focus on some theories like governance,ethnic region governance,talent and human resources,civil servant training policy.And the author also pays special attention to the research review of talents in ethnic and religious work departments of local government.This paper defines and explains several basic concepts and theories for the research which mainly including local governance,ethnic regional governance and Xi Jinping thought on talents.With those definitions and explanations this paper explains why the construction of talents in the Department of Ethnic and Religious Affairs is worth studying and what differentiating characteristics it has with the other government departments.By tracing the history of the Yunnan ethnic and religious work cadre troop construction,closely related to the achievement of the 18th Communist Party of China National Congress,also this statistical analysis of the questionnaire and the interview results from many ethnic minority areas in Yunnan province.At the same time,it also analyzes the commonness and individuality of other ethnic provinces of China.The author find that some represent problems and shortages in the cadre force construction of Department of Yunnan Ethnic and Religious Affairs such as poor systems and mechanisms of policy,low skills and qualities,shortage of capacity improvement,lazy and sluggish.After showing the reasons,the countermeasures are focused on the construction of the demonstration area of ethnic unity,including top-level design,construction of leading talents and improvement of governance ability.
