The 13 th Five-Year Plan period is not only a period of rapid growth of the elderly population and increasing pressure of aging in China,but also a crucial period for transforming government functions,deepening simplification and decentralization,innovating supervision methods,and building a clean,efficient and People-Satisfied service-oriented government.It is also a decisive stage for building a well-off society in an all-round way.At the same time,sports play an irreplaceable role in improving people's physical quality,improving people's health level,promoting people's all-round development,enriching people's spiritual and cultural life,encouraging people to pursue excellence,breaking through self-spirit and promoting the development of the whole economy and society.Therefore,actively guiding social forces to participate in the supply of public sports services for the elderly is an important measure to actively respond to the aging population and achieve healthy aging;an important measure to implement the national fitness strategy and further strengthen the sports work of the elderly;an important measure to deepenthe reform of the sports management system and improve the public service system for the elderly;and an important measure to build a comprehensive victory.A well-off society is an important measure to help the elderly to live a better life.Based on the above background,from the theoretical perspectives of multi-center governance theory,social responsibility theory and new supply economics theory,using the methods of documentation,logical analysis,content analysis,mathematical statistics and case study,this study follows the current situation,Realistic Dilemma and causes of social forces participating in the supply of public sports services for the elderly in China,and explores the ways to optimize the supply of public sports services for the elderly.This paper makes a deep analysis of the basic situation of social forces participating in the supply of public sports services for the elderly in China,and puts forward corresponding optimization paths.In order to provide a higher level of health needs for the elderly,further create a good atmosphere for national fitness,cultivate a green and healthy lifestyle,continue to enhance the sense of access and well-being of the elderly,promote the integration of sports into life,and effectively improve the health level of the people of all ethnic groups in the country.The research finds that the participation of social forces in the supply policy of public sports services for the elderly is mainlycharacterized by the following characteristics: first,emphasizing the mixed mandatory policy tools to promote the distribution of service supply;second,emphasizing the supply of sports facilities and sports activities to promote the all-round development of services;third,using voluntary mixed policy tools to encourage the participation of social forces.The realistic predicament and cause analysis of social forces participating in the supply of public sports services for the elderly are mainly manifested in the following characteristics: first,the absence of a special policy system and the lack of overall development layout;second,the inadequate participation incentive mechanism and lack of collective action logic;third,insufficient total funds for activities,resulting in poor sustainability;fourth,insufficient development of social forces,resulting in too narrow service scope.Fifthly,the potential power is not exploited enough,so that the participation force is weak.The research puts forward the ways to optimize the participation of social forces in the supply of public sports services for the elderly: firstly,to improve the policy and legal system and construct the institutional space for the participation of social forces;secondly,to enrich the incentive mechanism for participation and to stimulate the internal motivation for the participation of social forces;thirdly,to establish a fund-raising mechanism to ensure the sustainability of the supply of sports services;fourthly,to adopt diversified cultivation measures toenhance social forces The fifth is to tap potential social forces to ensure the omni-directional supply of sports services.
