Research On Beijing Sports Bureau Contracting Out Public Sports Service

At present, our country has already entered a crucial stage, with emphasis on the transformation of government function, creativeness of social management,improvement of the efficiency of the government for the reform of the government.Provision of public services is one of the important function s of government, the government through the use of power purchase way to provide public services to the society,It is an important innovation of public service supply mode for the government to provide social service by purchasing from social forces.It not only reduces the burden of government, improving the government’s work efficiency and the funds efficiency, through the introduction of social and market forces, but also has provided new mechanism and new methods for government management.Government purchase services is the realistic way to promote the healthy development of social forces, and it is also a new way to cooperation of government and social forces, transformation of government functions, building multi-subjects participation social management, as well as a new measure to push forward the reform of public sectors.Since China’s reform and opening-up, people have been pursuing a high-level and diversified life, and sports is playing an increasingly important role in people’s life,with the rapid development of national economy and continuous raise of people’living standard. At the same time, seriously inadequate sports resources are incompatible with people’s increasing demands for sports. Therefore, it becomes more crucial to reform public sports service to solve the problem by government purchasing service.The practice of Beijing government purchasing public service began about at the beginning of this century, and after ten years of exploration, of the purchase, the field is diversified, the range is increased, the process is more standard. Among them, the service purchasing of Beijing civil affairs bureau and social office initially formed in scale and system, and have accumulated many experiences and practices. But, it began late that Beijing sports bureau’s purchasing service from social forces. There exists many deficiencies in the process, such as not knowing enough,no competetive mechanism, and impefect supervision. To establish the standardized government purchasing public sports service from social forces, efforts are needed from many aspects.In this paper, it firstly analyzes and summarizes studies of government purchasing public services both at home and abroad, and then it explains concepts of public sports service, social forces and government purchasing services from social powers.Secondly, according to failure theory, governance and good governance theory, new public service theory and principal agent theory, after status analysis of Beijing Sports Bureau’s purchasing public sports service from social forces, it analyzes the existing problems in the process of government purchases, using methods of documents,participant observation, interview, and comparative analysis. Finally for the exiting problems, the paper puts forward promoting strategies to provide references to further promoting of government purchasing of public sports service.
