In order to meet the new challenges posed by the globalization,informatization and knowledge society in the 21 st century to our talent training goal,the term "core literacy" came into being.It is the answer to the question of "what education should train" and has become a guide to education and curriculum reform in international organizations and countries.In 2002,the United States officially launched the core literacy research project for the 21 st century,and in 2007 released the "21st Century Learning System" with key competency as the central axis,which has become a widely recognized model of 21 st century literacy integration curriculum.And it is used by thousands of educators and hundreds of schools abroad to put core literacy at the center of learning.In 2014,China put forward "key competency ",compared with the United States earlier research core literacy,core literacy into the curriculum experience is relatively mature,the two countries are facing some similar problems in the curriculum objectives,curriculum content,curriculum evaluation,so it is necessary to study the core quality of the National Primary School physical education curriculum standards.So as to provide enlightenment to the revision of the standard of physical education curriculum in primary schools based on key competency in our country.This research focuses on the key literacy perspective,taking the "American National Primary School Physical Education Curriculum Standards" as the research object,using the literature method to collect and collate relevant academic research results,teaching materials and practical teaching plans,and combined with the structural interview method to target the connotation of key competency,the frame system and its background,the development and implementation process of the primary school physical education curriculum standards,guiding ideology,curriculum objectives,curriculum content,implementation recommendations and evaluation criteria for text interpretation and analysis,suggesting opinions and suggestions,hoping to be able to provide a reference for physical education curriculum and teaching reform based on key competency in China.Through research,the following conclusions are drawn :First,the United States "key competency " overview.The Key Competency Project in the United States is a key competencies-centered system,including the content of learning results("learning and innovation literacy","information,media and technical literacy","life and professional accomplishment"),core disciplines and 21 st century themes(content that fosters core literacy),and support system for core literacy.The second part is the construction of the American sports discipline literacy framework system.It is believed that the literacy of American sports disciplines includes physical ability,physical confidence and physical desire.Physical ability includes basic motor skills and physical fitness.Physical confidence includes motor understanding and motor knowledge.Physical desire include positive motor motivation and good motor attitude.The third part introduces the development of the American Physical Education Elementary School curriculum standards based on key literacy.It is believed that the American Physical Education Curriculum Standard is based on the introduction of relevant policies,the worrying health of children and adolescents,and the marginal state of PE.A working group of the National Sports and Sports Association revised the standards,after two member reviews,three professional reviews and three meetings,after three years of development,it was finally promulgated by the Association of Health and Physical Education.Fourth,the National Primary School Physical Education Curriculum Standards of the text analysis.In terms of guiding principles,the United States is committed to the goal of putting all children on the path to health and physical literacy through effective health and physical education curricula.In terms of curriculum objectives,the curriculum objectives of the United States are to behave orientation and expect students' learning results.In terms of physical education curriculum content,the content of physical education curriculum in the United States is built on three levels: "different level standards-learning aspects-learning results".In terms of implementation recommendations,the implementation of the American physical education curriculum standards recommend the main curriculum content,design effective learning experience,efficient teaching,the use of technology and resources four aspects.As to evaluation standards,the American physical education curriculum standards mainly put forward suggestions for the implementation of standard-based evaluation for physical education teachers from the goal and development of evaluation.The last part is the conclusions and recommendations.Pursue high-quality physical education curriculum and establish a guiding ideology centered on student learning;the content of the curriculum should emphasize the application of basic sports skills and sports concepts,and strengthen the connection of content at the grade level;the curriculum objectives emphasize the application of sports knowledge and skills in practice,dedicating to develop the goal of people with physical literacy;develop a variety of evaluation tools,emphasizing the combination of different types of evaluation.
