Research On The Relationship Between Regional Talents And Economic Development

At present,China's economy is in the transition period from the "old normal" of the investment-driven economy led by the government to the "new normal" of the economy dominated by market demand.General Secretary Xi Jinping placed the strategy of rejuvenating the country through science and education,strengthening the country with talent and innovation-driven development at the core of the overall situation of national development,and attached great importance to talent work.Under the "new normal",with the prominent position of the service industry and the gradient transfer and adjustment of the regional industrial structure,the talent structure will also change accordingly.In the construction of "made in China 2025",poverty alleviation and other major national strategies,it is the key to develop and utilize talent resources and improve the talent introduction policy.In recent years,various regions have adopted various flexible measures to attract talents,which indicates that there will be a new situation in the distribution of talents.Unbalanced supply and demand of talents will restrict economic development.Conversely,the lag of economic development will also limit the exertion of talents' own values,and how to properly control the relationship between regional talents and economic development is particularly important.In this paper,"talented person" is defined as the population with college degree or above among the practitioners who meet the standard of population census in China.Firstly,based on the production function of talents,from the fixed effect model,the conclusion that regional talents drive regional economic development.Secondly,the canonical correlation analysis of the talent structure and economic development shows that the talents of the three academic levels all drive economic development,and the per capita GDP in the economic development structure is the main factor attracting talents;and at the same time,through the coupling and coordination analysis of talent structure and economic development in the four regions,it is found that the coupling coordination in the eastern region is the best.Most provinces in the northeast and central regions are in a state of cohesive coupling and coordination.Some provinces in the western region are on the verge of dysfunction.Only Tianjin and Hainan provinces' talent structure is superior to economic development;Then,from the level of economicdevelopment,education and employment environment and life,this paper studies the factors that affect the number of talents,including the net import and export of GDP,per capita and the proportion of the tertiary industry.The three kinds of patent acceptance and the average selling price of commercial housing were positively correlated with talent,while the level of residents' consumption,fixed asset investment and local financial expenditure were negatively correlated with talent.Finally,some countermeasures and suggestions are put forward: to develop the tertiary industry,to improve the international competitiveness of export,and to respond positively to the call of "mass entrepreneurship and innovation".
