Research On The Management Policy Of Scientific Research Data In Chinese Universities

Scientific research data,also known as scientific data,is an important symbol of scientific development entering the fourth paradigm era under the background of big data era.Studies of scientific data to carry out the earlier abroad,began in the 1980 s,the scientific research data management and sharing has always been the research focus in the field,has been brought into public focus and attention,government departments,scientific research funding agencies,universities,etc are according to their own development needs,enact and publish the special policy of research data.The research field of scientific research data started relatively late in China.Although the country has issued relevant policies on scientific research data,the universities,as one of the important research institutions,still lack of specific data policies,which cannot promote the effective management of scientific research data,hindering the development of scientific research in universities to a certain extent.Therefore,the establishment of scientific research data management policy is the general expectation of university researchers.This article obtains from the scientific research data management policy,through the analysis of the research in Chinese universities has data policy and the basis of the existence of barriers,and policy for reference to foreign universities scientific research data,build the main body of our country university scientific research data management policy framework and content,providing reference and basis for enacting scientific data policy of Chinese universitiesn in the future.The main content of this paper consists of 6 sections: the first chapter recommends the background,meaning and status about the study of China and foreign countries,analyzing and comparing the study status of China and foreign countries,through research review,and points out the characteristics and shortcomings of the existing research and the innovation of this paper.The second chapter elaborates and sorts out the concepts related to scientific research data,scientific research data management,and scientific research data policy,so as to develop the research context of the following part.In the third chapter,questionnaire survey is used to investigate the current situation of scientific research data management and sharing among some researchers in Chinese universities,so as to understand the current situation of scientific research data management and sharing in Chinese universities as well as thebasis and obstacles for enacting policies on scientific research data in Chinese universities.The fourth chapter through the carding a vast amount of literature and related site investigation,summarized and analyzed the universities in the United States,Britain,Australia,the main content of the policy research data,to understand the characteristics of the foreign universities scientific research data policy and suggestions on universities in our country,in order to provide reference for the construction of scientific research in colleges and universities data policy.In the fifth chapter,based on the analysis of the basis and obstacles of the scientific research data policy made by Chinese universities and the overview of the scientific research data policy made by foreign universities,the main content of the scientific research data management policy of Chinese universities is constructed.In the fifth chapter,based on the analysis of the basis and obstacles of data policy in Chinese universities and the overview of data policy in foreign colleges and universities,the main content of the management policy of scientific research data in Chinese universities is constructed.The sixth chapter summarizes the main points and contents of the paper,points out the shortcomings of the research,and puts forward the prospect of the future.
