Research On The Policy Of University Scientific Research Archives Oriented To The Development And Utilization Of Scientific Research Data

With the scientific research paradigm transform into data intensive research paradigm in the era of big data,scientific research data,as the basis of scientific and technological innovation and knowledge discovery,has attracted more and more attention from governments and scientific research institutions.In China,as an important output unit of scientific research data,colleges and universities have not yet issued research data management and sharing policies,which is not conducive to the sharing and utilization of scientific research data.In this context,from the perspective of the development and utilization of scientific research data,this paper discusses the existing policies of scientific research archives in Colleges and universities,and attempts to develop and utilize scientific research data in the way of scientific research archives management.The article adopts the literature analysis method,network survey method and comparative research method,and takes the domestic "double first-class" universities as the research object,and analyzes from the definition,archiving scope,archives librarian responsibilities,development and utilization aspects in its scientific research archive policy to understand whether it is Involving scientific research data.Summarize the shortcomings of the policy of scientific research archives in my country's universities from the perspective of the development and utilization of scientific research data,and propose optimization suggestions for the policy of scientific research archives oriented to the development and utilization of scientific research data.The author believes that to optimize the policy of scientific research archives for the development and utilization of scientific research data,we must proceed from the two perspectives of the scientific research archives policy text and policy practice: on the one hand,by improving the definition and specification of scientific research archives,refine the archive management of scientific research archives,Clarify the scientific research archives management responsibilities,attach importance to the scientific research archives informatization work,focus on the development and utilization of scientific research archives,and put forward further optimizationsuggestions on the scientific research archives policy text;Management,optimization of scientific research archives management services and other aspects to strengthen the policy practice of scientific research archives.Focusing closely on the practical problems of my country's scientific research archives policies,combing the useful experience of scientific research data-related policies to promote the sustainable development of scientific research archives management,and provide references for accelerating the development and utilization of scientific research data in Chinese universities.
