Education is the foundation for a hundred years.Since the beginning of reform and opening up,the reform of higher education has been gradually depended,the investment in education has increased substantially,the quality of higher education personnel training has been continuously improved,and the higher education has gradually entered the stage of popularization.However,the world today is undergoing major changes,major development and major adjustments,and China is at a crucial stage of reform and development.Facing unprecedented opportunities and challenges,we must be soberly aware of the importance and urgency of improving the national quality and cultivating innovating talents.Look from our country's policy deployment,by analyzing a series of policy contents of scientific research supporting university talents from 1978 to 2019,it is found that there are still some problems: The policy objectives of the investment policy are too normative and the special funds are insufficient;some norms of the human capital investment policy are missing,and the norms of the training and training of ordinary teachers need to be supplemented;the policy objectives of material investment are missing,and the management of scientific research resources and the evaluation mechanism need to be improved.There are still some problems in the content of the policy of scientific research supporting university personnel training: the lack of restrictive special policy norms,the lack of guiding role of existing policy norms,the lack of incentive policy target norms,and the need to supplement the supporting incentive measures norms.There are still some problems in the content of the quality evaluation policy of scientific research supporting university personnel training,such as one-sided emphasis on management,inability to guide the transformation of higher education governance ability to modernization,inadequate standardization of the main body and its responsibilities and powers of some quality evaluation policy objects,single evaluation subject and index,and urgent need to improve the quality evaluation mechanism of personnel training.Therefore,how to give full play to the academic lever in the decisive role of innovative talent training,establish the scientific research support and leading role of the talents in colleges and universities,make the training more adapt to the demand of the economic and social development,talent basis for realizing the socialist modernization has become a problem urgently to be solved in education policy makers in China.Therefore,in view of the above situation,this research from the angle of education policy content analysis,analysis,induction and reflect on scientific research to support the university personnel training policy system of relevant policy documents and related documents,The writer suggests that the investment policy of scientific research supporting university personnel training should standardize the investment of special funds for the transformation of scientific research achievements,emphasize the supporting role of scientific research in personnel training,standardize the recruitment system and evaluation system of University teachers,guarantee the precise support of teachers' investment,and establish and improve the material investment policy to provide basic guarantee for students to climb the academic peak.And the writer suggests that the policy of scientific research supporting university personnel training should scientifically formulate the restrictive norms of scientific research and education,provide policy guidance for innovative university personnel training,improve incentive policy norms,encourage students to advance early on topics,projects and laboratories.And the writer suggests that scientific research should adjust the policy objectives to support the quality evaluation of university talent training,from management to combination of management and service;encourage the diversification of evaluation subjects,handle the relationship between social evaluation,government evaluation and self-evaluation;improve the system structure of talent quality evaluation to reflect the essence of quality evaluation;standardize the publicity measures of talent training quality network,and enhance the quality of evaluation.Transparency of school talent quality evaluation,in order to establish and improve the scientific research support the university personnel training policy system,perfect the relevant policy content to provide the reference.This study is divided into six chapters:Chapter one,introduction.This chapter mainly describes the research origin,research purpose and content,literature review and research significance,research methods and research ideas.Chapter two,the definition and theoretical overview of the concept of scientific research supporting university talent training.The focus of this chapter is to define the concepts related to this study,and summarize the theoretical basis related to this study,so as to provide theoretical support for this study.Chapter three,the scientific research supports the university personnel training policy text and its standard content inspection.This chapter is mainly to interpret the text of the policy of scientific research supporting university talent training issued in recent years,and to standardize the text content of scientific research supporting university talent training from three aspects: why,by whom,to whom and how.Chapter four,the content analysis standard and demonstration of the policy of scientific research supporting university talent cultivation.Based on the content analysis theory of specialized education policy,this chapter constructs the specific standard for scientific research to support the content analysis of university talent cultivation,and demonstrates the constructed standard from both theoretical and factual aspects.Chapter five,the reflection on the content of scientific research supporting university talent cultivation policy.This chapter mainly analyzes the policy text of scientific research supporting university personnel training through the content analysis standard of education policy,and finds out the existing problems in the text of scientific research supporting university personnel training.Chapter six,the consummates our country scientific research to support the university talented person cultivation policy countermeasure suggestion.This chapter is based on the problems existing in the text of scientific research supporting university personnel training,and puts forward Suggestions for the improvement of scientific research supporting university personnel training.
