At present,all compulsory education schools in yinchuan have implemented the performance appraisal salary system and formulated their own implementation methods of performance assessment.However,many problems have emerged in the specific formulation and implementation process.Therefore,how to implement teacher performance assessment is still the focus of current research.Superior education department requires all the schools to establish the distribution and incentive mechanism based on performance appraisal,However,in fact,the distribution of school performance salary is based on the professional title and post grade,without considering the post differences within the school,and without playing its incentive role.It is necessary to further improve the school management mechanism and establish a scientific and reasonable performance appraisal system if yinchuan experimental primary school wants to fully mobilize the enthusiasm of the staff.Based on the problem,this paper carefully studies the research results of performance evaluation both at home and abroad,defines the basic concepts of performance appraisal.Through research and analysis present situation and problems of teachers' performance appraisal in yinchuan experiment elementary school,Some suggestions are provided for complementing teachers' performance appraisal:establishing and improving teacher evaluation system,enhancing salary incentive,inspiring teachers'potential,promoting teachers' working ability,and leading teachers to complete duty better.On the basis of sorting out the reference data and relevant documents and combining the current situation of performance assessment at home and abroad,this paper adopted the methods of interview survey and questionnaire survey,and found the following problems:lack of democratization in the formulation of performance assessment policies;lack of the quantification standard and the scientific methods;ignoring the difference of teachers;teachers' performance appraisal emphasizing rewards and punishments rather than development;without using assessment feedback results;single evaluation subject and lack of supervision mechanism.In terms of these problems,combining with 360-degree performance appraisal method and balanced scorecard management system theory,the following suggestions are put forward:establish effective evaluation system;improve the supervision mechanism of teacher performance assessment and strengthen the feedback of assessment results.The study on performance appraisal in primary schools is of great significance to the effective management of schools,to the professional development of teachers and schools,and to the improvement of teachers' enthusiasm in primary schools.
