Study On The Demand And Influencing Factors Of Residents' Welfare Benefits In Shenyang

As a country with a large population in the world,the issue of fertility is related to the development of the country and the world's population.Because of the impact of the family planning policy in the early years and the changes in people's fertility in recent years,the population fertility rate in China has continued to decline.Many population problems,such as limited productivity development,severe aging,and imbalanced populations,will severely limit the country's development.In order to improve this series of problems,China introduced the “two children” policy in 2013,and introduced the“two-child” policy in 2015,but they did not achieve the expected results.The fertility ‘rate has not been significantly improved.Still plagued the development of the country.In the final analysis,the low fertility rate is a change in people's concept of fertility.Since the current fertility system does not meet people's expectations,the fertility demand is reduced,and the fertility rate continues to decline.Therefore,how to optimize the maternity welfare system and improve the fertility willingness of the couples of the right age,It is the key to solving the current fertility problem.People of reproductive age are the main decision makers of reproductive behavior and the main objects guaranteed by the reproductive welfare system.Shenyang residents as the research object,this article selected from the perspective of their demand for maternity benefits,organize related literature,understanding of relevant policies and measures to do systemic,and draw lessons from foreign experience,by doing questionnaires and structured interviews,to understand the current demand and the current of residents in shenyang to breed system present situation,to understand the needs of current benefits satisfaction,from the perspective of family welfare needs to explore its influence factor,on the basis of exploring the countermeasures and Suggestions on family welfare system optimization,improve the willingness of residents to breed,so as to fundamentally resolve the dilemma,We can solve the population problem in the future.Study found that the current family welfare system is not perfect,there is the deviation of the family welfare and residents demand,wasn't up to the expectations of people in many ways,thus hinders the school-age population reproductive decisions,makes the slow population growth and subsequent developmentdynamics is insufficient,although our country also introduced many policies,to ease the population predicament,but the effect is not significant,no expected result,because the current policy on birth control did not fundamentally solve the residents' concerns about fertility problems existing,fail to improve fertility requirements and failed to improve fertility,fundamentally solve the population problem.Therefore,this paper further combines theoretical analysis with empirical analysis to focus on shenyang residents' expectations and Suggestions for the future construction of fertility welfare system in view of the current welfare needs of shenyang residents,and on the basis of considering fertility needs,explore countermeasures and Suggestions for optimizing fertility welfare system.
