The rapid development of the metropolitan economy brings the pressure of work and life to the residents,and also puts forward higher requirements for traffic management for the purpose of travel.Especially during the morning and evening peak commuting,residents can easily solidify their own modes of transportation and form the characteristics of regular travel choice in large cities.In addition,in response to the characteristics of more travel demand in Beijing,some restrictive management policies have been implemented to improve traffic conditions.Based on the above background,it is valuable and meaningful to study the influence of travel habits for private car on travel choices.In the framework of the theory of planned behavior and the theory of traffic demand management,this paper sorts out the literature on travel choices and habits both domestic and international,and summarizes the main factors of residents' travelling,the importance of habits and related research methods.At the same time,it further explains the conventional commuter travel needs of Beijing,diversified modes of travel and special One-Day-A-Week Limiting Policy.In the existing research,however,there are few literature including the research of the effectiveness of travel habit for private car to the choice of travel,considering about the distinction between the restricted day and the non-restricted day.Therefore,this paper revises the theory of planned behavior.At first this research builds models,establishes the hypothesis,designs the questionnaire,and then conducts a sample survey of the residents in Beijing.Finally,the structural equation model is used to empirically analyze the microscopic data of 1090 valid samples.The results show that the policy attitudes,perceived behavior control and subjective norms comprehensively affect the willingness to travel.Compared with the non-restricted day,if the residents have the willingness to choose other vehicles instead of private cars(including taxi)in restricted day,the negative impact of it to car(including taxi)travel options is greater.After adding the habit of this latent variable,it is found that the effect of the simple One-Day-A-Week Limiting Policy is weakened.The travel habits for private cars causes resistance to the behavior change,and it enhances the people' s choice of choosing mode of private car(including taxi).Act as an intermediary variable,it regulates the relationship between travel willingness and travel choices.In addition,due to the different income levels,there will be differentiation avoidance behavior for the One-Day-A-Week Limiting Policy.High-income people are more likely to use the method of purchasing a second car or taking taxi to strengthen their travel habits for private-car(including taxi)and weaken the effects of the One-Day-A-Week Limiting Policy.This paper believes that a single One-Day-A-Week Limiting Policy has effect on residents' travel choice,but we can not ignore the key factor of travel habits for private car,and we should take various measures to change the habits.At the same time,with the increase in income,residents are more dependent on traveling by private car.It is suggested that various policies should be coordinated with regional road toll policy to improve the influence of traffic management,and at the same time to improve the attraction of public transport to high-income groups,so as to achieve a more optimized travel structure.
