With the increasing role of higher education in the development of modern society,the issue of fairness in higher education access has become an important topic of concern to all countries in the world.However,due to the natural disadvantages of the disadvantaged groups,the opportunities for higher education enrollment cannot be guaranteed.In order to find a solution,the international community has held a series of meetings and issued a number of important policy documents,trying to arouse people's attention to improve this situation.The actions of the international community have a milestone significance in the process of guaranteeing the opportunities for disadvantaged students to enter school.In the current wave of higher education reforms in the world,the UK regards education equity as the goal of reform and development,and implements many measures to guarantee the access of higher education to disadvantaged groups.As the top university in the UK,Oxford University is bound to be at the forefront of this wave of reform,whether it is the requirements of the government or the demands of the people.In this era,Oxford University has formulated a series of policies to ensure the access of disadvantaged groups,and has also received good results.Therefore,taking Oxford University as a case,research on the policy of guaranteeing the accessibility of vulnerable groups can promote the job security of vulnerable groups,which has strong theoretical and practical value.This article takes Oxford University's disadvantaged group admission opportunity protection policy as the research object,and discusses the research issues such as the policies that Oxford University has enacted to ensure the access ofdisadvantaged students,and the implementation effect of the vulnerable group enrollment opportunity guarantee policy formulated by Oxford University.The research method of this thesis is a case study method.From the international background,domestic background and background of the Oxford University's disadvantaged group entrance opportunity protection policy,the paper discusses the measures for the admission policy of the vulnerable groups in Oxford University.Through the study of the admission policy for the disadvantaged groups at Oxford University,we found that the Oxford University's accessibility policy for disadvantaged groups has achieved certain results: attracting more vulnerable groups to apply to Oxford University;expanding the number of disadvantaged groups to enroll The connotation of the protection of the accessibility of vulnerable groups.However,Oxford University also faces some challenges: some policy measures have shortcomings,limited types of vulnerable groups covered by policies,and a dilemma between excellence and fairness.
