After-school trusteeship of primary school students is a hot topic in the field of social public management.The inconsistency between school closing time and parents' off-duty time leads to a gap in student care.Facing the practical difficulty of receiving children from school on time when they have to work,more and more dual-working families choose to arrange their children's time after school to social trusteeship or training institutions.However,after-school service institutions relying on market-oriented operation not only solve nursing problems,but also bring a series of new problems:high costs,unsecured school-running qualifications,uneven quality of service and lack of effective supervision of the market,which can be said to be"chaotic".Based on this,more and more parents hope that the school can come forward to solve the problem and provide public welfare after-school trusteeship service for students.The "flexible school leaving" carried out by Nanjing Education Bureau is a useful exploration to solve the individual predicament of each family at the level of government policy.This research mainly uses the methods of literature,questionnaire and interview.Firstly,it combs the policy of "resilient school leaving" in Nanjing,and reviews the background,process and main contents of the policy.Then,taking Nanjing Y Primary School as an example,this paper conducts a case study on its "resilient school leaving" after-school trusteeship work.To investigate and study the implementation status and effect of "resilient school leaving" in Y primary school,and to sort out and reflect on the main problems exposed in the implementation process.Finally,the countermeasures and suggestions for improving the policy of "flexible school leaving" in Nanjing primary schools are put forward:establishing and perfecting the after-school trusteeship service system,clarifying power and responsibility;innovating the content and form of after-school trusteeship service;encouraging all sectors of society to actively participate in after-school trusteeship service;establishing special reward and compensation funds to ensure the effective operation of after-school trusteeship;and government monitoring and control.Supervision should be put in place.The significance and value of this study lies in:first,paying attention to the livelihood hotspots.Where pupils go after school is a global hot topic.Developed countries pay much attention to this issue earlier,and the policy of student trusteeship is relatively perfect,but the domestic research is still weak.Strengthening the research on the policy of pupil trusteeship after school is of great significance to solve the pupils' difficult problem of "where to go after school";secondly,explore.Find the"Nanjing Plan".Advanced after-school trusteeship service forms can provide students with better learning content and more comfortable learning experience.As a trusteeship place for students after school,the school is safer and more reassuring.Finding out a set of after-school trusteeship service conforming to the situation of Nanjing is helpful to meet the strong demand of Nanjing pupils and their families for after-school trusteeship.Finally,theoretical thinking.The value judgment of the"flexible school leaving" policy in terms of efficiency,effectiveness,fairness and social responsiveness can provide feasible suggestions for the improvement of the policy.Generally speaking,since the implementation of the flexible school-leaving policy in primary schools in Nanjing,good social effects have been achieved.After-school trusteeship service has achieved full coverage of urban and rural schools,and the scale and quality of service have been continuously improved.As a key project of livelihood project,it is well received by parents,teachers and students.It has also become the most solid mass foundation and power source for Nanjing to continue to optimize and upgrade this policy.Of course,in order to achieve better social effects and evaluation,we should also pay attention to the shortcomings in the process of policy implementation.Based on the experience accumulated in Nanjing's,Flexible School Leaving" version 1.0 over the past five years and the lessons learned from the after-school trusteeship policy at home and abroad,this study believes that the "Flexible School Leaving" version 2.0 should enable more pupils to return to the campus and share better educational services.
