The "3:30" problem is a long-term problem that puzzles parents.It is also a contradiction after China’s social and economic development reaches a certain stage.In 2017,in order to better solve this problem,the Ministry of Education issued after-school service opinions for primary and secondary schools.The current after-school service policy is a new thing.Whether it has a positive effect in the specific implementation and the problems existing in the operation are worthy of further discussion..Based on the relevant theories of policy effect analysis,this study makes an in-depth study on the selected cases by using research methods such as investigation and interview,summarizes and puts forward relevant suggestions to improve the school trusteeship policy on the basis of implementation effect evaluation.Based on J primary school in P Town,this study conducted an in-depth investigation,collected the original information through search,query of relevant literature,questionnaire,interview and telephone survey,combed and analyzed the specific implementation of after-school service in J primary school,and then constructed an evaluation system for the implementation effect of school service policies,Evaluate the implementation of after-school service policies in J primary school,so as to find the problems in the implementation of after-school service policies in J primary school,and use Smith model to analyze the causes of the problems in the process of trusteeship service,so as to put forward constructive opinions and operable suggestions.Specifically,we can effectively solve the problems from four aspects: policy improvement,implementation subject,resource investment and supervision and evaluation,so as to lay a good foundation for the after-school service of primary school students,so that the after-school service of primary school can develop smoothly and healthily.
