In order to actively respond to the problem of population aging,in October 2015,the Fifth Plenary Session of the 18 th CPC Central Committee officially adopted the policy of “fully implementing a couple of children to have two children”.The official promulgation of the “Comprehensive Two-Child” policy is a major strategic decision made in response to China’s population and economic and social situation,marking that China’s birth policy has entered a new stage.However,since the implementation of the “Comprehensive Two-Child” policy,it has encountered the problem of low fertility willingness of women of childbearing age.Fertility of two children and career development have brought double pressures to women,and the contradiction between them has become increasingly prominent.Women must bear the responsibility of childbearing and caring for children,but also pursue the goal of personal and career development.The life cycle events such as childbearing and child rearing that they face will inevitably have a profound impact on career development.Therefore,in order to alleviate the impact of women’s two-child birth,we must correctly understand the current situation of the two-child family’s women own career development,and actively explore countermeasures.This study uses a combination of quantitative and qualitative research to analyze the development status of the three dimensions of career stability,career development motivation and career development opportunities in the form of questionnaires and in-depth interviews.Through research,it is found that the second-child family in urban areas will lead to an increase in the number of occupational interruptions and prolonged time due to the second birth behavior.In the process of returning to the original post,it is easy to appear the risk of being adjustment of posts and salary reduction.When re-employment,it will face more severe challenges.In terms of career development motivation and opportunities,women in the urban second-family tend to face problems such as changes in career development goals,reduced energy input,reduced human capital,lower economic income,and blocked training promotion opportunities.In view of the above problems,this study uses gender theory and work-family conflict theory to analyze the influencing factors of the career development of women in the urban second-child family.At the macro,meso and micro levels,it is found that the career development of women in the two-child family is mainly influenced by factors such as policies,employers,families and individuals.From the macro level,the imperfection of the maternity insurance system and the imperfect supporting measures women face conflicts between work and family after giving birth to two children.In the middle level,the increase in the cost of employment of employers and the imperfection of the nursery institutions in the age of 0-3 lead to a slow development of women’s career.At the micro level,the lack of husband’s parenting responsibility and the lack of women’s self-development motivation have caused women’s work achievement motivation to weaken,so they are more inclined to return to the family.In view of the above reasons,this study proposes to build a path to promote the career development of women in the two-child family from the five dimensions of government,society,enterprises,families and individuals,in order to achieve the effect of alleviating the impact of fertility on women’s career development,thereby improving the current low fertility willingness of women.The issue of promoting the effective implementation of the “comprehensive two-child” policy.
