As a quality guarantee mechanism,student assessment is not only a way of supervising and urging public universities to promote student learning and development,improving academies' quality,but also a method to build the first-class public university,based on development experience of American public universities.Therefore,Chinese universities can reasonably draw lesson from student assessment of public universities in the United States,and further fuel the construction of the first-class universities on the basis of solving existing problems.This study will explore the mechanism of the student assessment of the American public universities deeply and systematically,including the following four chapters:First is the theoretical basis and practical motivation of the implementation of student assessment of American public universities.The theoretical basics are neo-liberalism,new public management theory,rational choice theory,educational evaluation theory,and control theory.The driving forces of practice are the participation of the federal government,state government intervention,third parties' supervision,private sectors' appeal and the public universities' own proposition.Both ensure the status of student assessment in American public universities and advance the practice and development.Second is the implementation feedback mechanism of student assessment in American public universities,which are three elements: the subject and object of student assessment,the content and method of student assessment,the environment and culture of student assessment.Collaboratively and interactively together,these constitute the framework of the mechanism of student assessment and dynamic forms of “closed loop feedback” to explain the process of student assessment and play a role and reflecting the function.Third is the application and effect of student assessment of American public universities,which be applied to kinds of institutional governance.Including,the supervision of quality from government and third-party institutions resources all occasion among universities,and strategic plan-developing and academic decision making.Addition to improve programs and evaluate courses,teachers and students improve teaching and learning as well.Generally,it has a positive effect on improving the qualityof students learning and development,which ensures the quality of higher education finally.Fourth is the enlightenment and suggestions of student assessment in American public universities.American public universities can enlighten the implementation of Chinese student assessment in the following aspects where change the principle of student assessment,focus on student learning and development and clarify the purpose of student assessment and use feedback as a quality improvement tool.In addition,Chinese universities can clarify the subject of student assessment and achieve multi-subject assessment,and improve the way of student assessment,comprehensively evaluate the quality of college education.Besides,these build student assess culture to drive the implementation of student assessment.
