In 2006,the ministry of education,the ministry of finance,the ministry of personnel and the central government jointly launched the special post plan for schools in rural compulsory education.In 2009,HeBei province was included in the implementation scope of "special post teachers plan".At present,the implementation work is progressing smoothly with remarkable results.In the past 10 years,with the implementation of the "special post teachers plan",the special post teachers have gradually grown.As a new force of rural teachers,special post teachers have alleviated the current situation of shortage of rural teachers and unreasonable structure to some extent,injected fresh blood into rural compulsory education,and become the main force of rural primary and secondary school teachers.The implementation of "special post teacher plan" has achieved remarkable results,but some problems and deficiencies have been found in the process of implementation.In order to objectively and truly understand the current situation of teachers in special posts and the root causes of the problems,and put forward targeted countermeasures and Suggestions,so that teachers in special posts can better serve rural education is the significance of this study.In this study,100 teachers of special posts in SY county were selected as the subject of the study,and questionnaire survey was adopted to carry out the investigation and research from five dimensions,including work and life,salary,social security,on-the-job training,and the establishment and implementation of retention after expiration.The research results show that the problems in the implementation of SY county's "special post teachers plan" are mainly concentrated in the following aspects:first,the curriculum arrangement is not reasonable enough,the teaching subjects do not conform to the major,and the phenomenon of multiple subjects in one teacher is common.Second,the salary is not timely and full payment in place,and the gap with the surrounding counties and cities is obvious,which largely affects the special post teachers' daily living expenses and work enthusiasm;Third,the implementation of the social security mechanism is not in place,and there are certain differences between the evaluation and promotion of teachers and local teachers.Fourth,the form of training and assessment is too stereotyped and lacks pertinence and long-term persistence,resulting in low enthusiasm for special post teacher training and no obvious effect.Fifth,the intention of the special post teachers to serve the grassroots is weak,the attitude of choice is not firm,and they are very confused about the future career,most of the special post teachers choose this career because of the employment pressure and the expiration of the implementation of the establishment.Analysis of the causes of the problems:first,the policy itself is lack of science and rationality;Second,the policy itself lacks clarity.Third,the policy implementation supervision management strength lacks;Fourth,the lack of supporting measures for policy implementation;Fifth,the lack of stability of the main body of policy implementation.In order to further improve the implementation effect of "special post teacher plan" in SY county,the author puts forward Suggestions from four aspects:focusing on the improvement of supporting policies,attaching importance to the implementation of targeted measures,appropriately increasing plan support and constantly strengthening comprehensive management.
