The 21 st century is undoubtedly the era of knowledge economy.Higher education plays a very important role in its functions and missions such as cultivating high-quality talents,developing scientific and technological advantages,and leading the society forward.Countries all over the world have paid great attention to the development of higher education in order to take the lead in the increasingly fierce international competition and improve their international competitiveness.The construction plans of world-class universities have also been included in the development plan by more and more countries.For example,in 2005,Germany launched the “Excellence Plan”,in 2010,France launched the “Excellent University Program”,and in 2002,Japan implemented the “21st Century Excellence Base Program”[1].At the same time,the world's leading universities such as the Ivy League in the United States,Cambridge University in the United Kingdom,Oxford University,the National University of Singapore in Asia,and the University of Tokyo have also made great achievements in research and teaching.Cultivate more and more talents.In this context,concentrating on building a world-class university has become an important task for the Chinese government and academic circles.In this regard,the Chinese government announced in 1998 that it will implement a construction project of a world-class university in the country: “985 Project”.17 years later,in 2015,the construction of the “985 Project” ended,and the construction of “Double-Class University” was put on the agenda.In November of that year,the State Council officially issued relevant documents.The “985 Project”has been in the past 20 years since its introduction.Based on the end of the “985 Project”,this paper has carried out relevant investigations and studies on the results of scientific research,education,teaching,research and development investment in 985 universities.The purpose is to test the effectiveness of China's “985 Project” construction,so as to provide relevant and relevant opinions and suggestions for China's “double first-class”construction work.The main work of this paper is as follows: First,review and collate relevant literature.A large number of systematic collection and sorting of relevant documents are available.In order to have a preliminary understanding and understanding of the status quo of higher education in China.Secondly,the relevant data of the universities and colleges involved in this research report are collected,sorted and summarized by means of logging in related databases and websites.After that,the relevant data charts are produced,and the relevant data contents are interpreted while the relevant reference documents are compared,and the results are analyzed and analyzed.Finally,the corresponding countermeasures and suggestions are put forward.Judging from the results of the final investigation and research,China's has made great progress and achievements in the construction of world-class universities.It can be said that in all aspects of the performance of the indicators,great progress has been made,especially in the output of papers represented by the number of SCI/SSCI issued by the school,985 colleges have even reached world-class levels;The number of scientists cited is also very obvious.It is better to compare the performance of this research than the top universities in the United States.However,although we have achieved certain results,we still cannot be self-respecting.Because of the quality of papers,patents,R&D personnel and funding,985 colleges and universities still have a considerable gap with world-class universities.Therefore,the state and colleges need to strengthen the construction of the teaching staff,to train local talents and attract foreign scholars and other means to protect the level of teachers in China's colleges and universities;strengthen funding,expand sources of funding;strengthen incentives,change concepts,and improve the quality of papers Strengthen R&D personnel training and improve patent quality.
