Research On The Construction Of Xiamen Sports And Leisure Characteristic Town From The Perspective Of Rural Revitalization

As the rural revitalization was proposed as a national development strategy in the report of the 19 th National Congress of the Communist Party of China,various local governments also issued relevant regulations on the implementation of the rural revitalization strategy.The implementation of the rural revitalization strategy can promote the comprehensive construction of a well-off society and accelerate the construction of a society.A modernist and powerful country is the general starting point for properly handling the "three rural" issues.Since 2016,the construction of characteristic towns has been supported by many national policies,which has accelerated the construction process of characteristic towns.The construction of towns has the functions of cultural protection and innovation,promotion of regional economic development,and protection of ecological and natural resources.The general requirements of the revitalization strategy,so it is feasible to promote the implementation of the rural revitalization strategy with the construction of sports and leisure towns.This article combines the development of national sports and leisure towns in Fujian Province(Longmen Town,Anxi County,Quanzhou City,Xiaosong Town,Jian'ou City,Nanping City,and Lindun Ledong Valley Sports and Leisure Town,Changtai County,Zhangzhou City)from the perspective of rural revitalization.The investigation and analysis of the current situation concludes that the common problems in the development of the town at the stage of emergence are "inadequate public infrastructure foundation,safety problems","insufficient cultural heritage mining,homogeneity problems","professional talent reserve,management.Problems"," insufficient policy support,and stagnation problems " and " inadequate operation of sports events,and morbid problems ",etc.In response to the existing problems,based on the existing research experience plus field visits and consultation interviews,it is proposed to "improve the foundation of public facilities and investigate potential safety hazards","shape a unique culture and avoid a thousand towns","introduce professional talents and increase talent reserve",Countermeasures such as "releasing policy dividends,optimizing approval procedures","cultivating characteristicindustries,and enhancing “self-hematopoiesis”".Faced with the problem of lack of pilot projects of sports and leisure towns in Xiamen,this article relies on the abundant resources available in Xiamen City,and the basic conditions are in line with the construction of sports and leisure towns.According to the point-axis system theory,the central radiation and four arcs are built.The construction structure is conceived to build a characteristic sports and leisure town in Xiamen City,and proposes development models such as the farmer's autonomous model,government-led model,government-led model,and enterprise investment model for developers' reference.
