Reserch On "Large Class" Project Management Of Oceanwide Hope Primary School Based On PPP Mode

With the acceleration of the urbanization process,the floating population continues to flood into the urban areas,the residents' demands for high-quality educational resources are gradually increasing,and the pressure on urban schools is increasing,and the phenomenon of “large class size” has emerged.The phenomenon of "large class size" leads to students not being able to enjoy high-quality teaching levels,affecting the quality of our country's people and the development of talents,and solving the "large class" phenomenon is not to be waited.In the basic education,there is a shortage of basic education services and insufficient funds.The traditional education model is no longer suitable for the development of education under the new situation.Carrying out the PPP model in the field of education will allow more social capital to be invested in education and improve the quality of education to meet the higher and better educational needs of educated people.As an emerging cooperative project financing model,PPP mode breaks the existing supply model and makes full use of social capital investment education,which will become the direction of education management reform and effectively improve the utilization rate of education investment.This paper takes the "large Class" project of Oceanwide Hope Primary School as the research object.Firstly,based on the review of related literatures at home and abroad,the basic concepts and theoretical basis of PPP model are sorted out,and the theoretical basis of this research is formed.Secondly,this paper takes the "large Class" project of Oceanwide Hope Primary School as the research object,analyzes the project background,the necessity and feasibility of the project implementation,and believes that in the present,China attaches great importance to basic education,the status quo of " large class" Under the premise of urgent need for improvement andsufficient social capital,it is feasible to use the PPP model for the "large class" project.The detailed analysis of its operation system,operation process and financing plan was carried out.Finally,some problems in the implementation of the project were studied,from the legal system level,the supervision system level,the government and the project itself.At the departmental level,the existing problems were identified,and corresponding suggestions were made from these aspects,including improving relevant laws and clarifying the rights of participants;introducing third-party supervision and strengthening supervision and management;accelerating the transformation of government responsibilities and clarifying that government functions are in place;The professional level of the project and the improvement of project financing channels can play a positive role in the application and promotion of the PPP model in the basic education field.
