The Preparation Of Social Expectation Scale Of Public Sports Service Provided By Government

Since the establishment of the people's Republic of China,the Party and the government have attached a great importance to the promotion of mass sports to the health of the people,who have issued a series of legal documents,such as the Outline of the People Keep Fit Plan and the Plan of Healthy China 2030 and so on,to develop sports and to strengthen the physique of the people.Especially since 18 th National Congress of the Communist Party of China,the proposal of Healthy China Strategy and Sports Powerful Country Strategy has further stimulated governments at all levels to increase investment in public sports services,which in order to achieve the goal of promoting national fitness and improving national health.However,a large number of national physical health monitoring data show that the increasing trend of government investment in public sports services has not achieved the ideal effect to enhance the national physical health.On the contrary,there is a downward trend in the national sports health index in some parts of the country.The reason is that the blindness of the government to the public sports service,that is,the disconnection between the government supply of the public sports service and the social expectation of the people's sports demand,is the important factor to come to this result.Thus,it is of great significance to fully grasp and understand the social expectations of the public sports service provided by the government in the new period for improving the efficiency of the government's public sports service,promoting the construction of sports power and implementing the strategy of healthy China.As a result,adopting the methods of literature,questionnaire,expert evaluation,mathematical statistics and so on,this study takes Guangzhou residents as the object of investigation to carry out the research and development of Social Expectation Scale of Government Supply of Public Sports Service.At the same time,the rationality of the index structure system of the scale is verified,which provides a universal evaluation tool for the precise supply of government public sports servicesThe study is divided into three parts:71 indexes are collected as the indications are revised by the semi-structured interview,and 63 indexes are collected through China National Knowledge Infrastructure(CNKI)and some government websites.The collection indexes areclassified and modified through expert evaluation.Five dimensions and 60 items are initially established.In the second part,the item analysis,correlation analysis and factor analysis of the pre-survey data are carried out based on the preliminary conception of the dimension of the scale,and the items that do not meet the requirements are deleted,and the reliability and validity of the formal scale are tested.In the third part,about the dimension division of the public sports service government supply society expectation,the first-order verification factor analysis and the second-order verification factor analysis are carried on,and the index weight is calculated by analytic hierarchy process(AHP).The conclusions of the study are as follows:(1)The social expectation scale of government supply of public sports service is mainly composed of five dimensions: supply content,supply quality,supply scale,supply efficiency and supply effect,which are 55 items in total.(2)Social Expectation Scale of Government Supply of Public Sports Service has the good predictability.The analytic hierarchy process(AHP)is used to determine the weight of the indicators at all levels: the content of supply is 0.186,the quality of supply 0.177,Supply scale 0.197,supply efficiency 0.226 and supply effect 0.214.(3)Social Expectation Scale of Government Supply of Public Sports Service has the good reliability and validity,and the fitness index has reached a good level,The contribution rate of factor analysis cumulative variance was 68.31%,the reliability of coefficient a was between0.937 and 0.952,and the correlation coefficient was between 0.535 and 0.811.which accords with the requirements of measurement.It can be used as an effective tool to evaluate the public sports service provided by the government to the society.
