Research On The Allocation Of Community Public Sports Facilities In Linwei District Of Weinan City

General Secretary Xi Jinping proposed at the report of the 19 th National Congress of the Communist Party of China that "extensive National fitness activities should be carried out and the construction of a sports power should be accelerated." The 13 th Five-Year Plan for Sports Development clearly emphasizes strengthening the construction and management of fitness facilities,making overall planning,rational layout,standardized standards,saving and intensive efforts,and focusing on building a number of fitness facilities for the benefit of the people.We will gradually build a network of mass fitness venues at the county(city,district),street(township)and community(village)levels,and promote the construction of a 15-minute fitness circle in urban communities.In this paper,community public sports facilities in linwei district of weinan city were studied,and 15 community public sports facilities,24 staff and 300 residents were selected as the objects of investigation.By studying the present situation of community public sports facilities resources in linwei district of weinan city and improving countermeasures,the public sports service level in linwei district of weinan city will be further improved to ensure the scientific and effective distribution of resources,so as to explore new methods for the development of community sports.The purpose is to grasp the overall configuration and utilization of public sports facilities in the grassroots communities in Linwei District,combine with the development direction of the urban economy,think about the problems existing in the construction of sports facilities,and explore reasonable allocation strategies and institutional management innovations based on existing problems.And put forward to solve ideas,according to local conditions,differential treatment,improve the scientific and effective public sports services,strive to build a new pattern of community sports facilities supply,improve the ability of the people’s sports accurate service.First,in response to the reform of the supply side of the National Public service,it is helpful to analyze the allocation and utilization of resources from the government’s supply side,so as to strengthen the important role of the allocation of community sports facilities in the development of community sports and ease the pressure of increasing investment.Second,we will effectively improve the hardware conditions of community sports facilities,increase the participation rate of mass sports,promote the improvement of sports skills,and promote the physical and mental development of residents.Create an atmosphere of exercise,sunshine,beauty and shared life.The article uses the literature data method to collect a large number of relevant materials in this research area,and to sum up and comb,and then to survey the residents by anonymous questionnaire,and then to the street office style station and community staff field visits.Through face-to-face interviews and questionnaire distribution at various times in the morning,middle,and evening,detailed records are made in the investigation process,all trace data are done,and the data is carefully collated and condensed.Finally,the data is integrated and analyzed using EXCEL statistical method and logical analysis method.From the point of view of public sports resources supply,this paper studies the source and ownership of community public sports facilities in Linwei District,the number,layout and configuration of sports facilities,the construction area of community sports facilities,the maintenance and management of community public sports facilities,and the opening of public sports facilities.The contents of sharing and residents ’satisfaction with the configuration of community public sports facilities,as well as the objective analysis of the current situation and existing problems.Found that there are problems: There are not many public sports facilities in some communities in Linwei District,there are few types,areas are not up to standard,and the layout is unreasonable.Great difference with national standards;The management and maintenance of community public sports facilities after construction is not in place;The satisfaction of most residents is not high.Finally,the conclusion is drawn as follows: first,the investment source of community public sports facilities allocation is single and the degree of socialization is insufficient;second,the quantity,type,quality and area of some community sports facilities are not standardized;third,the supply system of community public sports facilities is lack of innovation;fourth,the overall layout of some community public sports facilities is unreasonable;fourth,the satisfaction of residents is not high;fifth,each street and community is not standardized.The distribution of public sports facilities is uneven and the allocation gap is large.The countermeasure part mainly carries on the analysis from the policy level,the construction level and the consciousness level,and puts forward the following suggestions: taking into account the pertinent construction of the whole region,improving the scientific and effective allocation of resources;seeking multiple investment channels,increasing the construction of community public sports facilities;establishing an effective management and supervision system,improving the allocation evaluation and performance evaluation system of public sports facilities.Clear division of labor and coordination among relevant departments to improve overall layout.
