In order to implement the Healthy China Strategy and the National Strategy of National Fitness,Guangzhou has formulated and implemented the Guangzhou National Fitness Implementation Plan(2021-2025),adhering to the people-centered and new development concept,promoting the construction of a high-level national fitness public service system,focusing on solving the problem of uneven development of national fitness,promoting the planning of national public sports facilities,and promoting the deep integration of national fitness and health.Among the main objectives,the configuration of fitness facilities should be more reasonable,the fitness environment should be continuously improved,the 10-minute fitness circle should be more convenient,the per capita sports area should reach 2.6 square meters,the sports and fitness atmosphere should be stronger,and the number of people who regularly participate in physical exercise should not be less than 8.6 million.The construction of public sports facilities is an important part of promoting the integration of national fitness and national health,and an important foundation for implementing the national fitness plan and promoting a healthy China.According to the requirements of Guangzhou for the allocation of community public sports facilities in recent years and the methods of performance evaluation,the performance evaluation model is preliminarily constructed,and the expert consultation method,expert scoring method and factor analysis method are selected to determine the final performance evaluation system of community public sports facility configuration,which mainly includes the modification of indicators at all levels,the scoring of the importance degree of experts at all levels and the calculation of the weight of indicators at all levels.And by querying authoritative data,the quantitative criteria for quantitative indicators are determined.Based on the construction of the performance evaluation index system of community public sports facilities,an empirical study was carried out on the two representative administrative districts of Tianhe District and Yuexiu District of Guangzhou,and the empirical evaluation results showed that: 1)the performance scores of the environmental dimension and the economic dimension of Tianhe District and Yuexiu District were high,and the performance scores of the effect dimension and the fairness dimension were the lowest;2)There are large vacancies in the service scope of community public sports facilities in Tianhe District,and the distribution of community public sports facilities in Tianhe District is unbalanced,and the goal of "ten-minute" fitness circle needs to be improved;3)The national physique and pass rate of residents in Yuexiu District are lower than the overall level of Guangzhou.The shortcomings in the configuration of public sports facilities are proposed: insufficient greening around public sports facilities in the old city community;Community public sports facilities cannot meet diverse needs;insufficient land for community sports;The spatial distribution of community public sports facilities is uneven.Based on empirical evaluation research and analysis,the results show that the fourdimensional evaluation index system constructed by the research has a good theoretical and practical foundation,which conforms to the basic status quo of the construction and management of public sports facilities in Guangzhou,and can reasonably and effectively evaluate the implementation and allocation performance of public sports in urban communities,which can provide theoretical and practical basis for timely grasping and optimizing the input and management of public sports facilities,so as to effectively promote the construction and service level of public sports facilities.According to the study,the main factors affecting the score of allocation performance evaluation include population density factors,population structure factors,lifestyle factors and road traffic factors.The evaluation system should fully consider: peopleoriented,docking public needs,focusing on weak areas,standardizing the evaluation system,achieving fairness and justice,and promoting the rational allocation of resources. |
