College graduates employment problem has become the core issue of the job market, and the migrant workers employment problem, laid-off workers re-employment problem is called social three big employment problems. In order to facilitate the successful employment of college graduates, the Sichuan provincial government issued a series of policy documents, these policies are to promote employment of college graduates to play its due role? We need to assess these policies.First, we introduce the policy background, policy content and confirm the scope of policy evaluation----employment promotion policy of college graduates in Sichuan province since 2009,mainly including grass-roots employment policy, recruitment policy, enterprise to absorb policy, the policy of independent entrepreneurship, scientific research projects, employment training policy and employment guidance and employment assistance policy. And discussing the characteristics of employment promotion policy.Second, on the basis of introduction of the concept, classification and comparative analysis of the policy evaluation model, the paper select the policy evaluation model---comprehensive evaluation model of Vedung scholars. And using the method of literature analysis, we build the judgment standard system of policy evaluation model.Then, according to the comprehensive evaluation model of Vedung scholars, the paper evaluates the employment promotion policy of college graduates in Sichuan province from the following three aspect:the policy formulation, policy implementation and policy effect. By evaluating and analyzing the formulation of policy, found that it has the following three aspects of the positive effect: in line with the requirements of social development;forming the employment of college graduates to promote the policy system; wind coverage and covering the whole process of the employment of the college graduates. But there are also part of the policy of fairness to improve the problem.Evaluation of the implementation of the policy, found that most of the policy has been implemented, but there are still some problems,for example, popularity is not high; part of the policy has not been truly implemented; monitoring and feedback capabilities to be improved, etc. Evaluating the policy effect, although Sichuan provincial government have basically completed the goal of college graduatesemployment every year, there are still some problems, for example,part of the policy only paying attention to the the present college employment problem; some policy sustainability to be considered;part of the position to ignore the characteristics of graduates, no focus on human resources development, etc.Finally, the policy evaluation results are a summary,and according to the problems from evaluating the policy formulation, policy implementation and policy effectiveness.The author puts forward some suggestions for improvement: building to promote the long-acting mechanism of employment; in-depth research, scientific demonstration, to improve the fairness, feasibility of policy options; strengthening policy propaganda,constructing supervisory feedback system, strengthening the supervision and feedback,taking a two-pronged approach to ensure what college graduates learn guides what college graduates do.
