With the increasing expansion of college scale and the deepening of internal management system reform in colleges and university,it is imperative to adjust the relationship between colleges and universities as well as promote the modernization of college governance.The Russell University Group is comprised of the top 24 world-class research universities in the UK,which known as the British "Ivy League".It represents the highest academic standards of British universities.The relationship between the university and the secondary college is worth studying in order to provide useful experience for building a new type of university and secondary college relationship in China.This article takes the historical development as the clue and the changes in the power of universities and colleges as the core to explore the relationship between new universities and colleges,which built in different periods.Taking Russell University Group as the research object,this paper divides it into the embryonic stage of the classical university before the 19 th century,city-led development stage from the 19 th century to the 1950 s and the reform stage of modern universities in the 1960 s.This paper is based on loosely coupled theory and new public management theory and uses text analysis,international comparison,and case studies to conduct research.At the same time,the article collects,organizes and analyzes materials,which the official website of 24 UK research universities and the online publications,regulations and statutes of university published,so as to explore the status quo of the relationship between the university and its college: on the one hand,the paper analyzes the internal governance structure of the university level from the university level.On the other hand,the paper analyzes the internal governance structure of the college from the level of secondary colleges.Based on the above analysis,this paper finds three types of relationship models between university and secondary colleges,which are the joined relationship model the University of London,the federal relationship model between Oxford University and Cambridge University and affiliated relationship model of the 16 other research universities.This paper uses university of London,Oxford of university and Warwick University as case studies to explore the characteristics of the three relationship models and finds that joined relationship model are characterized by college statutes independence,college independent governance structure and college financial independence;the federal relationship model arecharacterized by college statutes are subject to university level,college independent governance structure as well as financial independence and union;the affiliated relationship model is characterized by single university statutes,single governance structure and college financial no independence.At the same time,the three relationship models reflect some commonalities: institutional guarantee with the statute as the core;the flat of organization management and improve operational efficiency by using the committee system as a bridge.Based on this research,this provides the following three inspirations for building a new type of university and secondary college relationship in China: establishing the concept of rule of law is to realize the governance of universities by statutes;promoting the downward shift of the center of gravity of power to stimulate the vitality of colleges and departments in running and strengthen the construction of committee system to realize high efficiency management.
