In the process of vigorously promoting the modernization of university governance system and governance ability in China,the Secondary College governance is undoubtedly the key point of the reform.The Secondary College,as the basic unit of the university curriculum,teaching and scientific research and the construction of the subject,has become the center of university governance and the carrier of operation,under the influence of the continuous decentralization of university power and the gradual increase of the management right of colleges.Different from the clear governance structure at the school level,the governance power of the secondary colleges in China is more coupled,the boundary between the administrative power and the academic power is not clear,and the democratic decision-making mechanism is not perfect.How to connect,use and manage the power transferred from the universities is the main problem of the Secondary College.Therefore,it is imperative to improve the governance structure of the secondary college.British higher education enjoys a high reputation all over the world,and its governance structure also has its own particularity of historical development.This paper mainly adopts the literature research method,comparative study method and case study method,based on the principal-agent theory and stakeholder theory,to deeply analysis the college governance structure,power operation mechanism and function relationship of the University of Oxford,University College London and University of Warwick.The essence of College Governance is the result of mutual checks and balances between diversified governance entities and powers.The college system of University of Oxford is its unique governance feature.The college has the power to completely manage the affairs of a college independently.Professors not only play an important role in the team of the executive officers,but also the main members of the academic committee,forming a "collective decision-making model under the management of professors".UCL is the representative of the United University,its college governance structure has shown obvious flat characteristics,while the university governance has no obvious power boundary,and through a large and orderly committee system to achieve College Governance,reflecting the "democratic decision-making model under the governance of the committee".As the representative of the new university,the University of Warwick is composed of the Council,the Senate and the College Board,which has form a "social governance model under the Senate".No matter which model of the College Governance,It reflects the characteristics of democratic governance under the “gravity lowered and college-based”.Finally,it has established a set of democratic and scientific management system with reasonable division of power,consistent responsibility and coordinated operation.Therefore,it is of great significance to promote the modernization of our college management system and the construction of governance ability by drawing on the experience of the British University College governance,with combining the environmental and practical needs of the secondary college governance in our country.
