From the far-reaching impact brought by neo-liberalism in the1970s rose in political and economic and social fields, this process of change has a certain similarity with China from a planned economy to the market economy system. At the same time, the socio-economic structural reform is bound to have an impact on university governance model. Since the1980s, another round of reform in transition of higher education in Western developed countries and developing countries, regarded neo-liberalism as the guiding principle basically. Therefore, this paper uses literature analysis and comparison of research methods, through the study of the changes produced by British universities governance model in the context of neo-liberalism. sum up the experience of its governance, as well as the problems and hope to help us to learn from the experience of foreign reform, and avoid the neo-liberalism bring Chuiese universities any governance risk, and thus shed the governance model of our colleges and universities in the new era.Since the1930s, the neo-liberalism which derived from classical liberalism, has made significant development in the fifties and sixties, as the contemporary an important school of economics and the gradual rise. Neo-liberalism asked to limit the power of the Government, limit the national management and intervention and give full play to the market mechanism, which is the development of classical liberalism in the historical conditions of the new era. Thatcher government in the UK and Reagan administration in the U.S as the neo-liberalism advocacy pioneer, implement a series of reforms in the country’s economic and social fields. As the impact of the economic and social development of the whole era, neo-liberalism ideology must also have an important impact on the university. Traditionally, autonomy concept made the contact between universities and external social is less as a fundamental to British university, government grant maximum autonomy to Universities of British, and University was a relatively decentralized academic organization organized by scholars, and professors enjoyed greater autonomy rights. With the Impact of neo-liberalism, university governance model had undergone great changes. The Government, strove to control and intervene the University through the reduction of the financial provision of UK universities from the macro-management, and internal management of university was also affected accordingly, emphasis on professional management, managers with a business background began to enter university governance, the administrative privileges of scholars focused on academic affairs, division of responsibilities between academic and administrative was more clearly. In addition, with the impact of neo-liberalism, the reform of university governance model brought many problems for the field of higher education, including the power of the academic staff and the concept of academic-based governance is weakened, market-oriented mode of competition leads to resource unequal distribution, and so on.
