A Study On The Interaction Between Multiple Subjects Under The Mode Of Community Service Purchase By Foundation

In the European and American countries,the foundation to buy social work service involved in community construction and development for a long time.At present,China mainly adopts two forms of government purchase and foundation purchase to provide services.From the development experience of developed countries,the investment of foundation plays an important role in making up for the shortage of government supply,low service efficiency and inconspicuous effect.China has little experience in this field.Although foundations have been involved in community construction in recent years,their advantages in purchasing services have not been fully developed.Through the research,it is found that the problems mainly focus on the poor interaction and uncoordinated relationship among the participants in the project operation.In this paper,the interview method and participatory observation method are adopted to take X foundation B project as an example,focusing on the subject relationship.Under the framework of community dynamic analysis,the community system composed of the capital,the contractor,the government,the market and the service object is determined.The exchange relations,right dependence relations and authorization relations generated in interactive practice are summarized.It also discusses the impact of policy supply shortage on the interactive relationship from the two aspects of the poor living environment of foundation and the rigidity of government.Provide a new perspective of analysis to the foundation to make some contributions to the purchase model.At the same time,in view of the adverse interaction between the subjects found in the study,the effective measures to form a benign interaction between the subjects and innovative community social work practice skills,so as to enhance the practicality and effectiveness of the foundation purchase model in community construction,and promote and improve the community construction in China.
