China's Urban Community Governance Research

With further development of China's opening up and reform, great changes have taken place in China, which includes economic system, political system and social structure. The way of city community management faces new challenge because of the change. To respond to it, in the late 1990s of the last century, the community development is overspreading in cities of China, which emphasis on cooperation, participation, interaction and sharing. The community development reflects the changes of local administration in cities, which is regarded as the "governance theory" in practice.In this paper, basing on the "governance theory ", the author reviews the practical operation of city community management through the case of Dongheyan community in Beijing, trying to describe the power and responsibility of actors in community governance, disclosing the interactive relationship among them. The paper aims at revealing the current problems in the city community governance, and identifying the causes and further seeking solution.The paper is composed of the introduction part and other three chapters. The first chapter is the theoretical groundwork for this study. By describing "governance theory ", the author makes an attempt to establish the theoretical framework for analysis, and subsequently leads tocommunity governance issues, then defines the basic content of community governance.Chapter 2 is the core of this paper, which is divided into four sections. Section I is the basic presentation of selected case; Section II describes the power and responsibility of various actors in the case, including governmental organizations, political Party, community self-governing organization, the third sector, units in community, property management companies. Section III is focus on the interactive relationship between multiple actors in the community. Section IV is based on the case study, it concludes the present situation of community governance, including the tendency of self-governing organization under government control, and the relationship between multiple actors in the community is not clear enough, and so on.The final chapter, the "government leading" model is suggested, and the reasons of this model that should be set up are presented as well. What's more, in the final parts of the chapter, the author gives some suggestion about improving the quality of community governance, including pushing on the change of government function, empowering the third sector in the city communities to participate into the public affairs, making financial system of community better, perfecting system and rules, strengthening community integration.
