The vocational education of Germany "dual system" fosters a lot of technical and skilled talents to provide relevant employers with human resources guarantee,which enhances greatly the development of Germany society,economy and technology.One key factor to implement the high quality education in the "dual system" is that there are the standard documentations of teaching at national level: The documents include the "Vocational Education Regulations" that guides enterprises to implement vocational education and the "Framework of the Teaching Plan" that gives guidance to the vocational schools,as are the important guarantee for high-quality education and teaching with "dual system"."Vocational Education Regulations" and "framework of the teaching plan" take fostering the talents who take the initiative to adapt to the development of Germany society and technology as the guiding ideology.They are formulated and revised by the specialized agencies combined with relevant professionals in the society.Although there is a long-term cooperation between China and Germany in the vocational education,the research results of "Vocational Education Regulations" and "Framework of the Teaching Plan" are insufficient.This study concludes the relevant domestic research status,and generalizes the relevant research in Germany,then tease the development of the documents of those two types,and the key attention is paid on the study of development since the issue of "Federal Vocational Education(BBIG)" in 1969 in this study.Besides,this study discusses the fostering objectives and system and structure of "Vocational Education Regulations" and "Framework of the Teaching Plan",which proves that documents of those two types are continuously improved along with the routed matched with the development of society and technology.
