In recent years,under the guidance of the trend of life-long education and the development of the economy,our nationals have paid more and more attention to education.After nine years compulsory education prescribed by Deng Xiaoping,more and more people feel the importance of education,knowledge changes fate,and influenced by the trend of lifelong education at home and abroad.People are more eager to be educated according to their needs.Education consumption has become more and more popular,whether it is vocational education,training education or professional education has become a hot topic.The importance of the people to education and the demand for education promote the production and development of private training institutions,which is also a basis for the selection of the subject.In today's industry,we need to further explore how to standardize it,protect the educational market and safeguard the interests of consumers.In 1997 the State Council promulgated the "Regulations" social forces "[social forces Ordinance" is to encourage social forces to maintain the sponsors,schools and other educational institutions,teachers and other educators,educatees' legitimate rights and interests,and promote the healthy development of social forces in development.It was issued by the State Council in July 31,1997 and has been implemented since October 1,1997.It was abolished in September 1,2003 and replaced by the law on education and promotion of the people's Republic of China.The education administrative departments and labor administrative departments will carry out education as the most basic principles,standardize the basic conditions of private education in China,and make our private education progressively towards standardization.In 2003 promulgated the "people's Republic of China Private Education Promotion Law" [People's Republic of China Private Education Promotion Law "by the thirty-first meeting of the Standing Committee of the Ninth National People's Congress of People's Republic of China on December 28,2002,is hereby promulgated and shall come into force as of September 1,2003.(hereinafter referred to as "the civil Promotion Law"),to raise the relevant laws and regulations of private education to the national level,and bring the development of private education into the track of legal system.More about education,and some legal policies and norms for private training institutions are important basis for studying this topic.This indicates that under the influence of legal norms,private training institutions can be further improved and developed.Based on the perspective of Sociology of education,this paper applies the theory of social conflict and human capital theory to analyze the development status,existing problems and deep-seated social causes of private education and training institutions.Using literature method,interview method,questionnaire survey method and analysed the H private training institutions,to tease out the education market disorder,teaching quality and management confusion and the other issues,has seriously hindered the development of education and training institutions,for the development of private education has brought a negative impact.In view of these problems,the countermeasures and suggestions for development are put forward.It is believed that any education and training institution can achieve sustainable development only with education oriented,people-oriented,and proper integration of educational service and profit.
