Developing Effective Tools To Resolve Conflicts Between Project Development And Community:from The Perspective Of Community Benefit Agreement And Their Localization Discussion

The number of group incidents caused by major projects has been increasing year by year,showing that social assessments have failed to provide effective support for project decision-making.At present,most of the social impact assessment systems for major projects are based on technical and economic risk assessments dominated by knowledge and experience from experts,which have some drawbacks such as not taking into full consideration the participation and interaction of stakeholders,and the evaluation result is biased in a single direction,and there is little focus on the influence on independent community level.Therefore,an assessment mechanism can be built in order to resolve the social contradictions and provide effective tools for conflicts arising from project development.As an advanced social impact assessment method for large-scale projects,community agreement theory can effectively solve the conflicts between project development and community.It also has some successful application experiences in western countries.This article attempts to localize the community agreement theory and introduce it into our country.Several successful cases of community agreements were selected,which using text analysis methods,to obtain a common process framework for the community agreement method.The community agreement will be discussed their effectiveness from the perspective of communitybased social impact assessment values,new public participation theory,and the “United Nations Declaration on the Rights of Indigenous Peoples” advocating the “free prior,informed and consent” claims.Furthermore,the community agreement was compared with the previous tools and using counterfactual analysis methods to verify their effectiveness.After that,we select the capital new airport demolition as a community benefit agreement theory case to analyze,and the selected objects are rural areas under the "feet of heaven".The successful completion of the project demolition has a typical demonstration significance to the whole country.It further explains the validity and feasibility of the community benefit agreement theory.Finally,the community benefit agreement theory is combined with the characteristics of China's engineering community events to localize and examine the use of community benefit agreement theory.And we exam the prerequisites for the application of domestic project social appraisal localization under the perspective of community benefit agreement theory.In addition,the content framework of the community benefit agreement is constructed and various forms of community agreements are explored to meet different project needs.This study builds a community-based assessment technique which emphasizes that the community public should be members of the risk assessment team and empowers them to participate in decision-making,and then reach a solution to conflicts of interest and conflicting issues by multiple rounds of communication and negotiation among relevant stakeholders.Finally this will help reach agreement,obtain the "business license" of the community and establish "partnership" cooperative relationship.
