Talent resource is the primary resource for economic and social development,grasping talent resource is to grasp development.The 19 th National Congress of the Communist Party of China(CPC)clearly stated that it is necessary to adhere to the principle of the comprehensive talent resource management,gather the best talents in the world,and accelerate the building of a talented and powerful country.In December 2014,the Standing Committee of the Dalian Municipal Committee of CPC established seven research projects on innovation and development of institutional mechanisms,among which talent service was the first important issue.In July 2018,talent forum of Liaoning Province was held in Dalian,at which actual situation of talent work and the next development direction to promote the reform of the talent development system and mechanism,further improve and perfect the supplementary regulations for supporting talents and innovation,and create a good environment for attracting talents and starting new business was summarized.Through in-depth investigation and analysis of the status quo of talent service in Dalian and analysis of the questionnaire,this paper evaluates talent service satisfaction in Dalian,finds out the cause and proposes constructive solutions to the talent service problem raised in the research.Firstly,this paper gets acquaintance with the status quo of the talent service work in Dalian through interviews with the selected survey objects that are related to the talent service work,and outlines the talent service satisfaction questionnaire based on the interviews.Then,applying TSSI_IRS model and referring to the existing research to design the questionnaire and research the satisfaction of talent service in Dalian.Secondly,summarizing the existing problems of talent service work that the talents most concern in Dalian,and using SPSS19.0 to analyze the questionnaires and proposing countermeasures.According to the investigation,there are some problems in the talent service work in Dalian,such as low policy intensity,unsmooth appeal channels,and few training opportunities.The imperfection of talent service system,simplification of talent service mode and faultiness of talent service mechanism are the three causes of the existing problems.Finally,this paper proposes several countermeasures and suggestions for improving talent service in Dalian from the aspects of constructing a perfect service system,innovating new service methods,and establishing a long-term service mechanism.
